In January 2017 the Coalition issued a statement denying responsibility for alleged civilian casualties in Mosul six weeks earlier.

Nov. 15, 2016, near Mosul, Iraq: After a review of available information and strike video it was assessed that no civilians were harmed in this strike, the Coalition noted.

A senior official later informed Airwars that the alleged incident had come to light as a result of internal reporting. Coordinates provided by the Coalition showed that the target that day was an electrical substation northwest of Mosul, and west of Tall Kayf.

Airwars assessment

Reports emerged on December 15th of an alleged Coalition airstrike on the village of al Kour which killed three civilians. However the original source for the claim suggested that the event took place two days earlier.

According to Abd al Basset Ahmad al Khalaf, head of the political committee for local Syrian tribes, Habib al Mourabi and two of his family died when Coalition aircraft struck at al Kour, north west of Raqqa.

In an emailed response to a report submitted by Airwars on this and other incidents in December 2016, Coalition officials requested additional information concerning the alleged event.

Airwars assessment

A local source said that a named civilian, Imad Ahmed, was killed in the bombing of Farms district, north of Mosul. No other details were known at the time.

On March 4th the Coalition confirmed that it had killed civilians that day in Mosul in two incidents. An official later confirmed to Airwars that the following event referred to Salha: “Jan. 4, 2017, near Mosul, Iraq, via media report: During a strike on ISIS fighters in a moving vehicle it was assessed that one civilian pedestrian was unintentionally killed near when the vehicle was struck.”

This was later amended on April 30th 2017: “Jan. 4, 2017, near Mosul, Iraq: Number 5 on the March 4, 2017, CJTF-OIR press release reported that during a strike on ISIS fighters in a moving vehicle one civilian was unintentionally killed. That was incorrect, it was assessed that one individual was unintentionally injured.”

In July 2019, the Coalition provided Airwars with coordinates for the event, accurate to within a 100 metre box.

In a previously unknown incident or incidents, the Coalition concluded after self-reporting by personnel that no civilians had been killed or injured in Coalition strikes on Mosul on January 10th.

According to a March 4th statement, two separate incidents of concern occurred. In the first it was assessed that “no civilians were harmed in this strike.” In the second event, it was reported that “After a review of available information and strike video there was insufficient information to assess that any civilians were harmed in this strike.”

Between one and five civilians died in an airstrike on Al Sweidiya Kabira according to local sources – though reports were conflicted as to whether the Coalition or “PKK militants” were responsible.

Raqqa is Being Slaughtered reported: “The international coalition launched three air raids on the village of al Sweidiya kabira in the northern Tabaqa countryside targeting the mosque in the village and the house of a civilian which led to the martyrdom of Abd al Rahman Al Nijm and the fall of several wounded including children.” Shaam News Network also said that Coalition warplanes launched raids killing one civilian and wounding a number. And the Syrian Observatory reported that “warplanes believed to belong to the international Coalition” killed one civilian.

But Al Raed La Yakzub Ahlahu [IS-propaganda] said that “five people were killed following shelling by PKK Militants.”

Airwars assessment

A confirmed US airstrike on a militant group reportedly linked to Al Qaeda also possibly killed or injured a number of civilians.

According to Step News, 12 or more members of new group Hai’at Tahrir al Sham were killed in a raid targeting a meeting on the edges of Sarmin.

As Step News explained, “Hai’at Tahrir al Sham was formed on 28th of the past month under the leadership of Abu Jaber al Sheikh and it includes many factions most notably Fatah al Sham Front and Nour al Din al Zanki movement, and came after the attacks carried out by the front on several factions in rural Idlib and Aleppo, notably Soukour al Sham which has recently come  under the banner of Ahrar al-Sham movement.”

While most reports said only fighters died, both LCCSY and Ara News also reported civilian casualties.

The Pentagon confirmed on February 8th that it had carried out the attack, though made no reference to civilian harm.

In its monthly civilian casualty report for October 2019 – published on December 5th of the same year – the US-led Coalition assessed this event as ‘non credible’, noting: “February 3, 2017, in Sarmin, Syria, via Airwars report. After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action. 2475/S422 37SBV948575”.

The Coalition published a location for the assessment identifying to within 100 metres the area where it had focused its review.

Airwars assessment

In an alleged civilian casualty event not previously tracked by Airwars, the Coalition announced in June 2017 that it had assessed a reported event near Raqqa as Non Credible, based on an assessment of video evidence.

According to the June report “Feb. 14, 2017, near Raqqah, Syria, via social media report: After a review of available information and strike video it was assessed that no civilians were harmed in this strike.”

The Coalition provided the following coordinates to Airwars to help identify the location of the allegation: 37SEV 00730 78734. This showed the alleged event to be south east of the Al Firdous mosque in central Raqqa.

Local media reported that the Coalition struck the “governorate building in the centre of Raqqa”, which had reportedly been turned into a prison by ISIS.

According to the Step News Agency, “the fate of the detainees in the building is still unknown, stressing the killing of a large number of members of the organization in the bombing that targeted the building.”

Airwars assessment

Local and press sources said that up to three civilians were killed, including one women and at least one child, and up to two others were injured after an unknown warplane struck a family working in their fields in Uzri village, close to the Tigris river, on the “road to the coast” in Tarmiyah district, north of Baghdad, at 3pm. Al Tarmiyah said that an unspecified number of women and children were also injured.

The Coalition later confirmed carrying out a rare targeted strike “near Baghdad” that day, though appears not to have been responsible according to reports.

A parliamentary delegation later visited the village to seek more information on the event. According to officials who spoke with Airwars, the strike was an Iraqi action which mistakenly resulted in the deaths of a woman named as the mother of Mohammed Al Karbuli along with her son Jassam. A second son Hazim was severely injured. The delegation recommended that the family be compensated.

On March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon.
