Airwars assessment

Al Jazeera reported that four civilians were killed and three were injured after mortars hit residential houses in Bab Lakash neighbourhood in Old Mosul.

Sources did not say who was responsible for the mortar shelling, though Al Jazeera noted that the Bab Laksh district had faced “several days of armed confrontations by Iraqi forces trying to defeat ISIL.”

Airwars assessment

Dozens of civilians were reported killed or injured after Coalition airstrikes and possibly unidentified mortars hit houses in Zanjili neighbourhood, in West Mosul.

Suhaib Al Mashhadany posted a video on Facebook showing a young girl, allegedly the only survivor of the family after shelling hit their home.

Two sources, Iraqyoon and Yaqein, blamed the Coalition for airstrikes. Yaqein published a video posted by Al Amaq [ISIL press agency], which showed extreme damage and a significant number of civilian casualties. One traumatised child says “Please uncle help my brother, his body became fragments.. please uncle inside the home…” Another witness says to camera “Airstrikes are targeting us. It’s only a residential area, nothing is here.. all the people are dead and nothing is left.”

Ninawa Media Center reported the death of a civilian when a mortar (unspecified) hit his/her home at Zanjili, in what may be a separate event.

In December 2018 the Coalition accepted responsibility for this incident, noting: “The Coalition aircraft engaged an ISIS Command and Control facility and a Vehicle Borne Improvised Explosive Device (VBIED) facility. These facilities were engaged with precision munitions. The Command and Control facility was destroyed with no civilian casualties. The VBIED facility was destroyed; however, the bomb making material within the facility caused a large secondary explosion. Regrettably, during the explosion 12 civilians were unintentionally killed.”

A UN report on the protection of civilians in the context of Nineveh operations and the retaking of Mosul stated: “On 30 March, airstrikes reportedly hit four ISIL sites in the ISIL-controlled Zangele neighbourhood, western Mosul, killing 12 civilians, including a child, and wounding three others, including two children. According to an eyewitness, ISIL members prevented families from recovering bodies of relatives until ISIL had filmed the bodies. It was also reported that victims were used as human shields because ISIL had installed weapons at the incident location.”

The Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

According to the Smart News Agency, Coalition aircraft “targeted a pick-up vehicle belonging to IS with a missile inside the town, killing two people [militants], while a civilian was killed on a motorcycle by another missile from the same aircraft.”

In December 2018, the Coalition announced that it had classed the event as non credible due to a lack of available evidence of civilian harm: “Mar. 30, 2017, near Al Mansoura, Raqqah, Syria, via Airwars report. After a review of available information and strike video it was assessed that there is insufficient evidence to find civilians were harmed in this strike.”

Airwars assessment

Local reports claimed that an airstrike struck the Emergency hospital and severely damaged it. This reportedly led to the death of 29 ISIL fighters and 23 civilians.

Mosul Eye blamed the Coalition for the attack, which it also said injured 15 and killed 29 ISIL fighters.

A report in Sawlf Ateka said that one of the victims was named Anwar, who had been accompanying his mother to the hospital by ambulance at the time of the attack, after she had previously been injured by mortar fire.

Locals said that up to 60 civilians were killed after residential houses in the Mashahda area in old Mosul were accidentally struck. Coalition airstrikes, an Iraqi missile and artillery were all blamed.

Iraqyoon reported that 12 civilians were killed in a “mistaken air strike” that destroyed four homes. Al Jazeera put the death toll at 10, and mentioned artillery shelling in the area.

On April 3rd, Iraqi Spring Media Center reported that “about 60 bodies of the #civilians killed by aerial bombardment in the courtyard of the Imam Mosque in Al-Mashahah district of old Mosul” were buried – thus suggesting the death toll had sharply increased.

A family of six including four children and their mother and father died in an alleged Coalition airstrike on Mansoura.

Raqqa is Being Slaughtered Silently, Euphrates Post and the Shaam News Network reported that the strike hit the home of Abd al Aziz Barakat al Ahmad Al Faraj, killing his four children and his wife. Mr al Faraj also later reportedly died of his injuries.

Smart News Agency put the death toll higher, at seven, including the family of five, adding that three others were wounded.

In its April report the Syrian Network noted: “fixed wing international coalition forces warplanes fired a number of missiles at a residential house in al mansoura town in the western suburbs of al raqqa governorate which resulted in the killing of six civilians [four children and their parents] the town is under the control of ISIS.”

Raqqa is Being Slaughtered Silently names the victims.

In September 2017, Human Rights Watch published the results of a field study relating to the event. This concluded that six family members died: “Relatives living nearby told Human Rights Watch that on March 30 at around 11:15 p.m. an airstrike hit the house of Abdel Aziz al-Faraj, killing him and his family. The relatives said that the family was not affiliated with ISIS and that ISIS was not present in the immediate vicinity of the house. They said that ISIS was, however, digging tunnels nearby.”

Airwars assessment

In an incident not previously tracked by Airwars, the Coalition later confirmed the deaths of two civilians in an event near Mosul.

Their June 2017 civilian casualty report noted: “During a strike on an ISIS command and control node and VBIED staging position, it was assessed that two civilians were unintentionally killed when they entered the target area after the munition was released.”

The Coalition provided Airwars with the location for this incident, accurate to within a one metre box. The location given placed the event near Al Zanjili.

Airwars had previously thought that this entry in the June 2017 report was referring to CI591, however, in July 2019 the opportunity arose to clarify this with the Coalition and they confirmed that they were, in fact, separate incidents.
