La mission de l’AWACS est double : conduire les opérations aériennes en liaison permanente avec le commandement au sol de l’opération, et assurer la surveillance et le contrôle aérien de la zone.

L’AWACS est un aéronef de commandement et de conduite des opérations. Grâce à son système de combat haute performance, cette « tour de contrôle volante » détecte et identifie tous les aéronefs à plusieurs centaines de kilomètres. Pour cela, l’équipage exploite tous les moyens techniques disponibles : RADAR, interrogateur IFF, système d’identification de signaux électromagnétiques, liaisons de données tactiques, échanges radio cryptés. Une « carte d’identité » de chaque aéronef (appelée « piste ») est ainsi constituée, comprenant un niveau de classification allant d’« ami » à « hostile ». Sur les consoles, les pistes sont représentées par un pictogramme avec un code couleurs spécifique.

Assurant la permanence de sa mission pendant plusieurs heures à 10 000 mètres d’altitude, l’AWACS s’impose également comme le relais incontournable du commandement au profit des utilisateurs de la troisième dimension (chasseurs, aéronefs de soutien, drones, artillerie). En effet, grâce à ses systèmes de communications sécurisés et ses liaisons de données tactiques, il peut dialoguer avec les aéronefs et relayer les ordres du commandement, ou encore répercuter vers l’arrière les informations remontant du théâtre.

Une équipe de spécialistes

La multiplicité des missions de l’E-3F requiert de nombreuses compétences. L’équipage est composé d’une trentaine de personnes, assurant différentes fonctions à bord.

Les pilotes, navigateur et mécanicien navigant assurent la « conduite » de l’aéronef. Les contrôleurs, eux, orchestrent les vols. Ils suivent avec concentration l’activité aérienne présentée sur leurs consoles. Quant à l’équipe de surveillance, elle porte une attention particulière à la classification de tous les aéronefs et s’assure de la maîtrise de la zone aérienne. Les techniciens embarqués, enfin, mettent en œuvre les systèmes et se tiennent prêts à toute intervention pour en assurer le plus rapidement possible un dépannage éventuel.

Au sol, l’équipe de mise en œuvre est également constituée d’une multitude de spécialistes : mécaniciens avion, radar, électronique, chiffreur, informaticien… L’équipe prépare l’aéronef avant les missions, et effectue les vérifications et actions de maintenance dès son retour. Leur travail de haute précision est complexifié par les conditions climatiques extrêmes du Levant.

Pour le Lieutenant-colonel Yann, chef de détachement, son équipe est « un véritable bouillon de culture de l’Armée de l’air », s’appuyant sur des experts de haut niveau dans chaque spécialité. Ces missions exigeantes, d’une douzaine d’heures de vol, effectuées de nuit, sont l’aboutissement de nombreux entraînements et exercices menés en France comme à l’étranger.

En trois ans, l’E-3F aura mené plus de 100 missions de guerre et réalisé plus de 1 000 heures de vol au profit de l’opération Chammal.

Lancée depuis le 19 septembre 2014, l’opération Chammal représente la participation française à l’opération Inherent Resolve et mobilise aujourd’hui près de 1 200 militaires. Task Force Wagram is continuing its re-articulation and redeployment in order to support the future operations of the Iraqi security forces. Review of TF WAGRAM from 18 to 24 October included: 0 firing mission carried out. Since the beginning of the mission of the TFW: 1528 missions carried out.

This week was marked by the end of mission of the French AWACS operating at Chammal. This last mission of the year for an AWACS is an opportunity to take stock of the participation of this detection and command aircraft in the coalition effort since the beginning of Operation Chammal.

Airstrikes: This week, the air activity focused on intelligence missions. Only one strike occurred in the Baiji area. Balance sheet from 18 to 24 Oct included: 39 outputs / 1 strike / 0 goal neutralized. Total balance since 19/09/14: 7349 sorties / 1413 strikes / 2197 neutralized targets.

SITUATION

En Syrie : Raqqah libérée mais dévastée et soumis à une menace EEI omniprésente

A Raqqah, l’entreprise de reconstruction a débuté. Le défi est immense dans la mesure où la ville est détruite à 80% et qu’elle est polluée par une importante quantité d’engins explosifs. Pour le seul hôpital, les opérations de déminage devraient durer environ un mois.

Combats autour de Deir-Ez-Zor

Après la libération de Raqqah, les combats en Syrie rentrent dans une nouvelle phase dont l’objectif est maintenant la libération des zones situées autour de Deir-Ez-Zor, Mayadin et d’Abou Kamal.

Dans cette zone, les combats se poursuivent à la fois pour les forces démocratiques syriennes et les forces pro-régimes. Ces dernières combattent toujours à Deir-Ez-Zor et Mayadin où la situation a peu évolué depuis la semaine dernière.

En Irak : poursuite des opérations de sécurisation et des préparatifs aux futurs engagements dans la vallée de l’Euphrate

Alors qu’une partie des forces de sécurité irakiennes a rejoint Kirkuk depuis Hawijah sans heurt ou incident notable, les opérations de sécurisation des zones précédemment conquises à Daech se poursuivent. Cette semaine a été marquée par la fin de mission de l’AWACS français opérant à Chammal. Cette dernière mission de l’année pour un AWACS est l’occasion de tirer un bilan de la participation de cet avion de détection et de commandement à l’effort de la coalition depuis le début de l’opération Chammal.

Véritable tour de contrôle aéroportée, l’AWACS est chargé d’assurer l’intégrité de l’espace aérien et la sécurité des avions de la Coalition opérant au-dessus du théâtre irako-syrien.

En trois ans d’engagement, les AWACS français ont franchi la barre symbolique des 1000 heures de vol et des 100 missions.

Task Force Wagram is continuing its re-articulation and redeployment in order to support the future operations of the Iraqi security forces. Review of TF WAGRAM from 18 to 24 October included: 0 firing mission carried out. Since the beginning of the mission of the TFW: 1528 missions carried out.

This week was marked by the end of mission of the French AWACS operating at Chammal. This last mission of the year for an AWACS is an opportunity to take stock of the participation of this detection and command aircraft in the coalition effort since the beginning of Operation Chammal.

Airstrikes: This week, the air activity focused on intelligence missions. Only one strike occurred in the Baiji area. Balance sheet from 18 to 24 Oct included: 39 outputs / 1 strike / 0 goal neutralized. Total balance since 19/09/14: 7349 sorties / 1413 strikes / 2197 neutralized targets.

SITUATION

En Syrie : Raqqah libérée mais dévastée et soumis à une menace EEI omniprésente

A Raqqah, l’entreprise de reconstruction a débuté. Le défi est immense dans la mesure où la ville est détruite à 80% et qu’elle est polluée par une importante quantité d’engins explosifs. Pour le seul hôpital, les opérations de déminage devraient durer environ un mois.

Combats autour de Deir-Ez-Zor

Après la libération de Raqqah, les combats en Syrie rentrent dans une nouvelle phase dont l’objectif est maintenant la libération des zones situées autour de Deir-Ez-Zor, Mayadin et d’Abou Kamal.

Dans cette zone, les combats se poursuivent à la fois pour les forces démocratiques syriennes et les forces pro-régimes. Ces dernières combattent toujours à Deir-Ez-Zor et Mayadin où la situation a peu évolué depuis la semaine dernière.

En Irak : poursuite des opérations de sécurisation et des préparatifs aux futurs engagements dans la vallée de l’Euphrate

Alors qu’une partie des forces de sécurité irakiennes a rejoint Kirkuk depuis Hawijah sans heurt ou incident notable, les opérations de sécurisation des zones précédemment conquises à Daech se poursuivent. La région des monts Hamrim à proximité d’Hawijah, où Daech compte encore de nombreux combattants déterminés, concentre les efforts des forces de sécurité irakiennes.

Monthly Civilian Casualty Report

SOUTHWEST ASIA – Since Coalition operations to free the people of Syria and Iraq from ISIS control began in 2014, Coalition partners have returned more than 95% of ISIS-held land to local populations and governance. The effort has liberated 6.9 million Syrians and Iraqis.

Despite significant successes against ISIS, combat has taken a toll on populations suffering under the militant extremists, to include the brave Iraqis and Syrians engaged in direct combat with a terrorist organization that has killed countless innocent civilians during its brutal three-year occupation.

Iraqi Security Forces, including nearly 120,000 trained by Coalition partners, continue to back-clear previously liberated areas and prepare for major operations in western Anbar and the middle Euphrates River valley. The October 2016 to July 2017 battle to liberate Mosul reflects a significant sacrifice by our Iraqi partners, who lost 1,200-1,500 personnel in action, with an approximate 8,000 more wounded.

The Syrian Democratic Forces, including more than 12,200 trained by Coalition partners, have liberated the city of Raqqah and continue to defeat ISIS in its last remaining pockets in Syria, have suffered similarly in efforts to rid their nation of ISIS, with approximately 1,100 troops killed and 3,900 more wounded in the ongoing fight.

The Coalition and our partner forces in Iraq and Syria take extraordinary care to protect the civilian population. We take all reports of civilian casualties seriously and assess all reports as thoroughly as possible. Investigations include interviewing witnesses and examining the site where possible, interviewing pilots and other personnel involved in the targeting process, reviewing strike and surveillance video, and analyzing information provided by government agencies, non-governmental reports, partner forces, and traditional and social media. We consider new information when it becomes available to ensure a thorough and continuous review process.

In the month of September, CJTF-OIR carried more than 344 open reports of possible civilian casualties from previous months and received 302 new reports resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat ISIS in Iraq and Syria.

During this period, the Coalition completed the assessment of 127 reports: 105 were assessed to be non-credible, six were assessed to be duplicates of previous reports, and 16 were assessed to be credible, resulting in 51 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses at least 786 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 519 reports are still open and being assessed at the end of the month.

The Coalition conducted a total of 27,566 strikes that included 56,099 separate engagements between September 2014 and September 2017. During this period, the total number of reports of possible civilian casualties was 1,266. The total number of credible reports of civilian casualties during this time period was 194. The percent of engagements that resulted in a report of possible civilian casualties was 2.26%. The percent of engagements that resulted in a credible report of civilian casualties was .35%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed the following 105 reports as non-credible: at this time there is insufficient information to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. 16 reports were assessed to be credible resulting in the unintentional death of 51 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. Feb. 17, 2017, near Raqqah, Syria via Airwars report. During a Coalition strike that destroyed six ISIS-held buildings and damaged an ISIS fueling station, it was assessed that three civilians were unintentionally killed.

2. March 20, 2017, near Al Tabqah, Syria, via ISIS media report. During a Coalition strike that engaged an ISIS tactical unit and destroyed an ISIS-held building, it was assessed that 10 civilians were unintentionally killed.

3. June 25, 2017, near Al Mayadin, Syria, via media report. During a Coalition strike that destroyed one ISIS-held building, it was assessed that 12 civilians were unintentionally killed.

4. June 25, 2017, near Al Qurayya, Syria, via self-report. During a Coalition strike that destroyed one ISIS staging location, it was assessed that one civilian was unintentionally killed.

Combined Joint Task Force – Operation Inherent Resolve

Monthly Civilian Casualty Report

SOUTHWEST ASIA – Since Coalition operations to free the people of Syria and Iraq from ISIS control began in 2014, Coalition partners have returned more than 95% of ISIS-held land to local populations and governance. The effort has liberated 6.9 million Syrians and Iraqis.

Despite significant successes against ISIS, combat has taken a toll on populations suffering under the militant extremists, to include the brave Iraqis and Syrians engaged in direct combat with a terrorist organization that has killed countless innocent civilians during its brutal three-year occupation.

Iraqi Security Forces, including nearly 120,000 trained by Coalition partners, continue to back-clear previously liberated areas and prepare for major operations in western Anbar and the middle Euphrates River valley. The October 2016 to July 2017 battle to liberate Mosul reflects a significant sacrifice by our Iraqi partners, who lost 1,200-1,500 personnel in action, with an approximate 8,000 more wounded.

The Syrian Democratic Forces, including more than 12,200 trained by Coalition partners, have liberated the city of Raqqah and continue to defeat ISIS in its last remaining pockets in Syria, have suffered similarly in efforts to rid their nation of ISIS, with approximately 1,100 troops killed and 3,900 more wounded in the ongoing fight.

The Coalition and our partner forces in Iraq and Syria take extraordinary care to protect the civilian population. We take all reports of civilian casualties seriously and assess all reports as thoroughly as possible. Investigations include interviewing witnesses and examining the site where possible, interviewing pilots and other personnel involved in the targeting process, reviewing strike and surveillance video, and analyzing information provided by government agencies, non-governmental reports, partner forces, and traditional and social media. We consider new information when it becomes available to ensure a thorough and continuous review process.

In the month of September, CJTF-OIR carried more than 344 open reports of possible civilian casualties from previous months and received 302 new reports resulting from Coalition strikes (artillery or air) in support of partner force operations to defeat ISIS in Iraq and Syria.

During this period, the Coalition completed the assessment of 127 reports: 105 were assessed to be non-credible, six were assessed to be duplicates of previous reports, and 16 were assessed to be credible, resulting in 51 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses at least 786 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 519 reports are still open and being assessed at the end of the month.

The Coalition conducted a total of 27,566 strikes that included 56,099 separate engagements between September 2014 and September 2017. Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. 16 reports were assessed to be credible resulting in the unintentional death of 51 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. Feb. 17, 2017, near Raqqah, Syria via Airwars report. During a Coalition strike that destroyed six ISIS-held buildings and damaged an ISIS fueling station, it was assessed that three civilians were unintentionally killed.

2. March 20, 2017, near Al Tabqah, Syria, via ISIS media report. During a Coalition strike that engaged an ISIS tactical unit and destroyed an ISIS-held building, it was assessed that 10 civilians were unintentionally killed.

3. June 25, 2017, near Al Mayadin, Syria, via media report. During a Coalition strike that destroyed one ISIS-held building, it was assessed that 12 civilians were unintentionally killed.

4. June 25, 2017, near Al Qurayya, Syria, via self-report. During a Coalition strike that destroyed one ISIS staging location, it was assessed that one civilian was unintentionally killed.

5. June 26, 2017, near Al Mayadin, Syria, via media report. During a Coalition strike that destroyed an ISIS detention facility, it was assessed that eight civilians were unintentionally killed.

6. June 26, 2017, near Raqqah, Syria, via media report. During a Coalition strike that engaged an ISIS tactical unit and destroyed a vehicle, it was assessed that two civilians were unintentionally injured.

7. July 11, 2017, near Mosul, Iraq, via self-report. During a Coalition strike that engaged an ISIS tactical unit, it was assessed that three civilians were unintentionally injured.

8. July 26, 2017, near Abu Kamal, Syria, via self-report. During a Coalition strike that destroyed an ISIS-held building, it was assessed that one civilian was unintentionally killed.

9. July, 29, 2017, near Raqqah, Syria, via self-report. During a Coalition strike to suppress an ISIS defensive fighting position, it was assessed that one civilian was unintentionally killed.

Iraqi Forces Launch Offensive to Liberate Final Daesh Stronghold in Iraq

SOUTHWEST ASIA – The Coalition welcomes the commencement of the Iraqi Security Forces’ offensive to liberate Al Qaim district from Daesh Oct. 26.

Al Qaim is Daesh’s final stronghold in Iraq and approximately 1,500 Daesh fighters are estimated to remain in the immediate vicinity.

The Iraqi Security Forces are battle-hardened after their victories in Mosul, Tal Afar and Hawijah. The ISF is a determined, professional force dedicated to ridding Iraq of Daesh.

The Coalition provides the ISF with training, equipment, advice, assistance, intelligence and precise air support. The Coalition will continue to support the Government of Iraq as we recognize together the importance of a unified Iraq to the long-term security and prosperity of the Iraqi people.

Rigorous Coalition standards and extraordinary measures in the targeting process seek to protect non-combatants, in accordance with the Law of Armed Conflict and the principles of military necessity, humanity, proportionality and distinction.

Al Qaim sits in the Middle Euphrates River Valley on the Syrian border, where it connects with the Syrian town of Abu Kamal. Prior to Daesh’s control of the city, Al Qaim District’s population was around 150,000. We anticipate a significant return of residents to the district upon Iraq’s liberation of Al Qaim.

The Government of Iraq and the ISF, with the support of the Global Coalition, have liberated more than 4.4 million Iraqis and reclaimed over 47,769 square kilometers, approximately 95% of land once held by Daesh. Much work remains to consolidate gains as operations continue to destroy Daesh’s remaining capabilities.
