Friday 7 July – Typhoons struck two Daesh positions in Raqqa, whilst Tornados destroyed a terrorist-held building and an armed truck north-west of Bayji, and two targets in Mosul…Tornados flew further missions over Mosul on Friday 7 July, delivering two Paveway IV attacks which eliminated a sniper team and another group of terrorists firing on Iraqi troops. Further south in Iraq, a Daesh-held building had been identified in the countryside some 25 miles north-west of Bayji, with an armed truck hidden inside. Tornados demolished the building with a direct hit from a Paveway IV. Two more such weapons were used in attacks by Typhoons on a pair of defensive positions which the SDF had come up against in Raqqa.

Les Rafale et l’avion de patrouille maritime Atlantique 2 de la Base aérienne Projetée (BAP) en Jordanie viennent de se poser après avoir effectué plusieurs frappes en l’espace de quelques heures en Irak. Récit de cette journée d’engagement.

Les équipages des Rafale et de l’Atlantique 2 de l’opération Chammal s’appuient sur le haut niveau de soutien et d’expertises disponibles sur les bases aériennes au Levant pour préparer leurs missions dans les meilleures conditions.

Deux missions distinctes sont planifiées ce jour. Pour l’Atlantique 2, il s’agit de conduire une mission d’ISR (Intelligence, Surveillance et Renseignement). Au cours de cette mission, il pourra être amené à guider d’autres avions de chasse, notamment les Rafale français, même si ces derniers sont attendus, pour l’heure, en mission de CAS (Close Air support) à Mossoul, en appui des troupes irakiennes engagées dans les combats au sol.

L ’Atlantique 2 (ATL2) s’élance le premier sur la piste et rallie sa zone de travail, des positions supposées de Daech sur les arrières. La zone à surveiller est immense et les 10 heures d’autonomie de l’appareil prévue à cette occasion ne seront pas de trop ! Quelques heures plus tard, les moteurs des deux Rafale de la patrouille légère (ie. 2 avions) brisent le silence du désert jordanien. Les chasseurs prennent aussitôt un cap Nord-Est.

L’Atlantique 2 survole les différents points de contrôle assignés. Un des membres d’équipage identifie un véhicule suspect. Les informations s’échangent entre les 14 membres d’équipage pour suivre le véhicule suspect et l’étudier. Pour cet équipage aguerri, les détails observés indiquent qu’il s’agit d’un VBIED (vehicule borne improvised explosive device). Les éléments sont transmis vers l’état-major qui recoupe l’analyse effectuée par l’équipage français avec les informations transmises par d’autres capteurs alliés et les forces au sol. Le CAOC autorise une frappe d’opportunité après le feu vert de l’autorité française insérée, appelée Red Card Holder. Quelques minutes plus tard, en plein désert, une bombe guidée GBU 12 frappe et détruit le véhicule utilisé par Daech dans une boule de feu qui confirme l’analyse initiale. Le véhicule était bien piégé.

Pendant ce temps, les deux Rafale ravitaillent sur des appareils de la coalition et rejoignent la zone de combat. Ces quelques dizaines de kilomètres carrés à Mossoul seront leur terrain d’opération pour l’après-midi. « L’environnement urbain est très complexe pour les équipages » rapporte l’un des navigateurs.

Une demande d’appui émane alors des troupes au sol. Toutes les informations sont envoyées par le JTAC et remontent ensuite vers le centre opérationnel de la coalition. La demande passe au filtre du ciblage et du contrôle national pour vérifier que la frappe peut être délivrée. La chaîne de commandement et le Red Card Holder valident à nouveau les demandes et suivent en temps réel la situation grâce aux drones placés en orbite. « Pas de dommages » collatéraux est la consigne.

Quatre bombes guidées frappent les points ciblés. Les Rafale, une fois leurs tirs effectués, poursuivent leur mission, prêts à répondre, si nécessaire, à une nouvelle demande d’appui.

Trois heures plus tard, aviateurs et marins ont « débriefé » leur vol et rejoignent leurs compatriotes au mess. Le patron du Génie de l’air vient de terminer, avec son équipe, la réparation d’une dalle abimée du « parking aéro » par 45 degrés. Cet officier de l’armée de terre dînera avec ses collègues de retour de vol ce soir ! Tous auront été « opérationnels ensemble » aujourd’hui.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA- In the month of May, CJTF-OIR carried over 38 open reports of possible civilian casualties from previous months and received 61 new reports resulting from Coalition strikes in support of partner force operations to defeat ISIS in Iraq and Syria. Additionally, the Coalition began the assessments of 222 historical reports of possible civilian casualties received from Airwars.org. During this period, the Coalition completed the assessment of 141 reports, of which 114 were assessed to be non-credible and 27 were assessed to be credible resulting in 119 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses that, it is more likely than not, at least 603 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 180 reports were still open and being assessed at the end of the month. Coalition strikes are defined as ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses all reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as interviewing witnesses and examining the site, the Coalition interviews pilots and other personnel involved in the targeting process, reviews strike and surveillance video if available, and analyzes information provided by government agencies, non-governmental organizations, partner forces, and traditional and social media. In addition, the Coalition considers new information when it becomes available in order to ensure a thorough and continuous review process.

To date, based on data between August 2014 and May 2017, the Coalition conducted a total of 21,910 strikes that included 46,534 separate engagements. During this period, the total number of reports of possible civilian casualties was 727. The total number of credible reports of civilian casualties during this time period was 145. The percent of engagements that resulted in a report of possible civilian casualties was 1.56%. The percent of engagements that resulted in a credible report of civilian casualties was .31%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed that the following 114 reports are non-credible. Non-credible means that at this time there is not sufficient information available to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Twenty-seven reports were assessed to be credible resulting in the unintentional death of 119 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

1. April. 19, 2015, near Ar Rutbah, Iraq, via Airwars report: During a strike on an ISIS checkpoint, it was assessed that two civilians were unintentionally injured when a vehicle arrived at the checkpoint after the munition was released.

4. Aug. 29, 2015, near Manbij, Syria, via Airwars report: During a strike on ISIS equipment, it was assessed that one civilian was unintentionally killed and three were injured after, unbeknownst to the Coalition, the civilians were forced to do manual labor for ISIS against their will.

Combined Joint Task Force – Operation Inherent Resolve Monthly Civilian Casualty Report

SOUTHWEST ASIA- In the month of May, CJTF-OIR carried over 38 open reports of possible civilian casualties from previous months and received 61 new reports resulting from Coalition strikes in support of partner force operations to defeat ISIS in Iraq and Syria. Additionally, the Coalition began the assessments of 222 historical reports of possible civilian casualties received from Airwars.org. During this period, the Coalition completed the assessment of 141 reports, of which 114 were assessed to be non-credible and 27 were assessed to be credible resulting in 119 unintentional civilian deaths. To date, based on information available, CJTF-OIR assesses that, it is more likely than not, at least 603 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve. A total of 180 reports were still open and being assessed at the end of the month. Coalition strikes are defined as ground artillery or air strikes conducted as part of the Coalition Air Tasking Order.

CJTF-OIR takes all reports of civilian casualties seriously and assesses all reports as thoroughly as possible. Although we are unable to investigate all reports of possible civilian casualties using traditional investigative methods, such as interviewing witnesses and examining the site, the Coalition interviews pilots and other personnel involved in the targeting process, reviews strike and surveillance video if available, and analyzes information provided by government agencies, non-governmental organizations, partner forces, and traditional and social media. In addition, the Coalition considers new information when it becomes available in order to ensure a thorough and continuous review process.

To date, based on data between August 2014 and May 2017, the Coalition conducted a total of 21,910 strikes that included 46,534 separate engagements. During this period, the total number of reports of possible civilian casualties was 727. The total number of credible reports of civilian casualties during this time period was 145. The percent of engagements that resulted in a report of possible civilian casualties was 1.56%. The percent of engagements that resulted in a credible report of civilian casualties was .31%.

After a thorough review of the facts and circumstances of each civilian casualty report, CJTF-OIR assessed that the following 114 reports are non-credible. Non-credible means that at this time there is not sufficient information available to assess that, more likely than not, a Coalition strike resulted in civilian casualties.

Although the Coalition takes extraordinary efforts to strike military targets in a manner that minimizes the risk of civilian casualties, in some incidents casualties are unavoidable. Twenty-seven reports were assessed to be credible resulting in the unintentional death of 119 civilians.

A credible assessment means it is more likely than not a Coalition strike resulted in a civilian casualty. In each of the incidents below, the investigation assessed that although all feasible precautions were taken and the decision to strike complied with the law of armed conflict, unintended civilian casualties unfortunately occurred.

4. Aug. 29, 2015, near Manbij, Syria, via Airwars report: During a strike on ISIS equipment, it was assessed that one civilian was unintentionally killed and three were injured after, unbeknownst to the Coalition, the civilians were forced to do manual labor for ISIS against their will.
