CHAMMAL

SITUATION MILITAIRE DU THÉÂTRE

L’opération Chammal se poursuit. Les armées restent résolument engagées dans leur lutte contre l’organisation terroriste Daech, comme l’a rappelé récemment Florence Parly.

Les avions français poursuivent leurs missions sur l’ensemble de la zone d’opération, et seront bientôt rejoints par le groupe aérien embarqué du porte-avions Charles de Gaulle.

Le pilier « formation » s’est quant à lui réorganisé ces derniers jours. Désormais regroupés au sein de la Task Force (TF) MONSABERT qui a intégré une partie de l’ex TF NARVIK, les formateurs français continuent leur action au profit de la 6e division de l’école d’artillerie et de la 3e école de l’Académie de l’Iraqi Counter Terrorism Service (ICTS). Une partie du PC de la coalition de l’Opération Inherent Resolve (OIR), dont CHAMMAL est le volet français, s’est quant à lui installé au Koweït. Le GBA Dupont, représentant national (SNR-O) français et directeur des opérations civil-militaires de la coalition (CJ9) va donc rejoindre ce PC. Les éléments de soutien national français (ESN) resteront quant à eux à Bagdad pour assurer leur mission auprès des militaires français déployés.

Comme annoncé la semaine dernière, les formations ont repris, pour une cinquantaine de stagiaires, dans divers domaines.

ACTIVITÉ DE LA FORCE

Ø Sorties air hebdomadaires (bilan du 15 au 21 janvier inclus)
Les aéronefs français basés en Jordanie et aux Émirats arabes unis poursuivent leurs actions contre Daech, au sein de la Coalition. Cette semaine, les Rafale engagés dans l’opération Chammal ont réalisé 18 sorties aériennes.

BILAN 2019 DE L’OPERATION CHAMMAL

Depuis septembre 2014, les militaires français de l’opération Chammal agissent contre Daech au Levant. Cet effort constant au sein de la Coalition a contribué à cet évènement majeur de l’année 2019, qui est la chute du califat territorial, annoncée le 23 mars.

Ø Bilan 2019 du pilier « appui »
À la suite de ce revers capital pour Daech, qui n’est pas mort pour autant et contre qui la lutte continue, la France a dissous la Task Force (TF) Wagram (groupement tactique d’artillerie), qui depuis septembre 2016 soutenait activement les troupes engagées au sol. Positionnée successivement sur quatre emprises à travers l’Irak, la TF Wagram a mené, avec ses canons CAESAR, plus de 2500 missions de feux au profit des forces irakiennes et des forces démocratiques syriennes, dont 117 en 2019.

Côté aérien, les Rafale ont effectué plus de 1100 missions de renseignement et de reconnaissance et ont délivré 45 frappes. Les avions de patrouille maritime de la Marine nationale (Atlantique 2) ont quant à eux réalisé 87 missions.

Ø Bilan 2019 du pilier « formation »
L’année 2019 a été particulièrement riche également dans ce domaine.

La TF Narvik, dédiée à la formation des forces spéciales irakiennes de l’Iraqi Counter Terrorism Service (ICTS), a mené une trentaine de stages en 2019 dans les domaines de la lutte contre les explosifs improvisés (Improvised Explosive Device), du renseignement (recherche d’indices, recueil d’informations, photographie), du combat en milieu clos (combat en zone urbaine, corps-à-corps, bêchage et effraction), du tir longue distance, de l’usage des mortiers, de la pédagogie, de la topographie ou encore du secourisme au combat.

Au cours de l’année passée, la TF Narvik a ainsi formé près de 1 400 soldats et plus de 130 instructeurs, permettant aux deux premières écoles de l’ICTS, engagée en première ligne dans la lutte contre Daech, d’atteindre leur autonomie à la fin de l’année. La TF Narvik a également participé au perfectionnement de près de 700 membres confirmés des forces spéciales irakiennes et a réalisé un village de combat.

La TF Monsabert, en charge de la formation de la 6e division d’infanterie et de l’école d’artillerie irakienne a quant à elle réalisé des stages dans des domaines comme le combat d’infanterie, la destruction d’engins explosifs saisis, la lutte contre-IED, l’appui feu artillerie, le sauvetage au combat ou encore la conduite de véhicules. Il s’agit de formations qui doivent permettre aux forces armées irakiennes de devenir autonomes dans la formation de leurs soldats et de leurs instructeurs.

En 2019, la TF Monsabert a formé plus de 1 000 soldats et 200 instructeurs. Elle a également évalué plus de 2 600 soldats confirmés afin d’améliorer leurs techniques de combat. Le pilier artillerie a formé plus de 200 cadres au sein de l’école d’artillerie irakienne et tient ainsi son rôle de primo-intervenant dans le conseil et la formation des artilleurs irakiens depuis la dissolution de la TF Wagram.
