Local sources reported that a civilian male was killed in alleged Russian air or artillery strikes on Al Latamina, Hama governorate, on July 11th, 2019. Reportedly, the man’s pregnant wife and two children were injured. Others reported that as many as seven civilians were wounded.

According to the Syrian Network for Human Rights, “Mohammad Musa al Hourani was killed and his wife was injured as fixed-wing warplanes we believe were Russian fired missiles on al Latamina town in Hama”.

@Fayyad_sattouff posted a photo of two injured children, writing that “these two injured children woke up this morning to find themselves with their pregnant mother under the rubble of their house in Al Latamina and the remains of their martyr father scattered all over the place due to the flight of the Russians.”

The Syrian Civil Defence in Hama reported that “a man was martyred and seven other civilians, including four children and two women, were wounded, as a result of targeting residential neighbourhoods in the city of Al Lataminah with two airstrikes this morning”, adding that “the civil defence teams, in cooperation with civilians, worked to immediately aid the injured and transport them to receive appropriate treatment.” @Damaskiagency also reported that seven civilians were injured.

@NagiNajjar reported heavy artillery strikes coming from a Russian camp south of Halfaya.

All sources blamed Russia for the strikes.

Jisr Media Center named 70-year old Omar Jabbu as killed in the attack, and  27 others who were wounded in the incident, including many children.

Syrian Observatory for Human Rights alleged that “more than 19 people were injured -including 7 children- in air raids by regime’s warplanes targeting al-Kefir village, west of Idlib.”

Dored1pash said that Al Kafir was attacked with four rockets at the same time.

Both the Syrian regime and Russian forces were named by various sources as the belligerents responsible for the attack.

@liongeneral19, a pro regime source tweeted, “Artillery men are raining terrorist positions now in Morek, Tal Malah, Ar-Arbaeen, al-Jibbe, Al-Jaysat, and Tal Al-Sakhar in the northern and northwestern Hama countryside.”

However, @MahmodHamway tweeted “A civilian was wounded by artillery shelling of the Russian camp, west of the town of Maaradis, on the outskirts of the city of Morek in the northern Hama countryside.”

According to this source, Step News, “two civilians were injured as a result of the bombardment of the helicopter, which targeted the village of Kniset Nakhla (Nakhla Church), east of Jisr al-Shughour city.”

Step News wrote that “two helicopters belonging to the Syrian regime, together with the Russian air force, have been shelling the towns of Jisr al-Shaghur in the western countryside of Idlib in the past few days.”

The attack with three explosive barrels led to damage to civilians’ homes as well.

Two women were killed in an alleged Syrian or Russian strike with explosive barrels on Kafar Rouma, south of Idlib, according to local sources. Dozens were reported injured.

According to Shaam News, Syrian and Russian “military and helicopter gunships” carried out attacks on a number of towns and villages in Idlib countryside that day.

Syrian Network for Human Rights reported that both a school and a mosque were damaged in the incident. According to this source, “Syrian regime forces helicopters dropped a barrel bomb near Martyr Abdul Hamid Qaddi School in Kafrouma village” and “near Omar Bin al Khattab Mosque”, “partially damaging the building and furniture” in both cases.

Two to four civilians were reported killed in airstrikes on a camp for displaced people in Ma’ret Harma, Idlib, on July 10th.

Syrian Network for Human Rights states that “Mahmoud Mohammad al Ali, a member of Civil Defense- Kafr Zita center – was killed along with his daughter Yasmin as warplanes we believe were Russian fired missiles on houses of IDPs north of Ma’aret Harma village, Idlib, on July 10th.” While some sources described Yasmin as a child, others said she was aged 18 when she was killed by the airstrike.

The Syrian Observatory for Human Rights documented “the death of at least four citizens, including a child and a woman, in targeting by Russian warplanes of a community of displaced people, on the outskirts of Ma’aret Hurmah town in the southern countryside of Idlib. The operations to remove the rubble continues by the rescue teams.”

Saer Alhusain posted saying that Samer Abdul Razzaq Al Hussein, nicknamed Abu Abdo was also killed.

Other sources cited three dead and others wounded in the incident.

Eleven sources attributed the strike to Russian forces, while one source named both the Syrian regime and Russia in reporting the incident. Five other sources did not positively attribute blame.

@dored1pash reported that the woman Sumaya Khaled Al Hamoud was wounded “as the Assad militia bombed the city of Jisr Al Shughour with several artillery shells from the Jurin camp shortly before.” On July 20th, Hadi Kharrat wrote in a post on Facebook that the woman died of her injuries she sustained in the artillery shelling.

While nearly all sources reported that artillery shelling by the Syrian regime, Step News also on July 20th: “A woman was killed when she was wounded by Russian warplanes bombing the city of Jisr Al Shughour a few days ago.” It is unclear if this refers to the same incident on July 9th. Hence, the civilian harm status for this incident is graded as weak.
