Two men were reported wounded when rockets and/or artillery struck the Al Rahman Mosque in Khan Sheikhoun in Idlib, partially destroying the building. Sources reported the use of rocket-propelled grenades.

Smart News Agency reported there were “two wounded in a rocket attack on the city of Khan Sheikun south of Idlib from the Russian forces in the village of Al Qabariya north of Hama.” Edlib Media Center reported that both victims were male.

@SyriaCivilDefe tweeted that Syrian Civil Defence teams inspected the sites in the evening and evacuated the injured to a hospital for treatment.

According to the Syrian Observatory for Human Rights (SOHR), Russia launched more than 20 rocket shells on the city. Other sources blamed the Syrian regime.

A number of civilians were killed and wounded when artillery and rockets struck the Al Zohour Primary School and civilian homes in Abu Habba village in Deir Ezzor, partially destroying the school building and fence, according to sources on the ground.

The Macro Media Center reported that one civilian was killed and several children injured. Other local sources said that not one but two civilians were killed in the attack. A total of five to six civilians were reported wounded, including at least one child and a woman, according to Smart News.

According to Smart News, “a doctor, Abdul-Muhsin al-Sourani, said that four [of the wounded civilians] – with light to moderate injuries, were treated to a hospital in the city, where they were given the necessary help”. The source added that “Idlib and northern Hama are under frequent artillery and rocket fire by the regime and Russia.”

Amongst other sources, Smart News blamed the Russian forces, while others such as the Syrian Network for Human Rights claimed the Syrian regime forces were to blame.

Between three and six civilians were allegedly killed by indiscriminate LNA artillery shelling on the Abu Salim neighbourhood of Tripoli.

The Libya Observer said a Filipino worker was killed by shelling.

Field medicine and support center (FMSC) counted three dead and 11 injured.

GNA media wrote the shelling “resulted in the death of three women and one man, and more than 26 wounded, 7 of them with intensive care, four of them amputated, most of these injuries in the neighborhood of Abu Salim, and Salahuddin.”

Al Khal reported the death of the family of Sassi Abu Qusaiha, including mother, two daughters and grandmother.

OCHA reported six people, four of them women, dead “in heaviest shelling since eruption of clashes in Tripoli.”

The Municipal Council of Abu Salim later published a statement saying that “Civilian death toll rises to 7 after death of young man Ali Mohammed Al-Mabrouk, 22 years old, resident of Al-Nasr neighborhood, as a result of the indiscriminate bombing of yesterday night.”

On April 22 the Municipal Council added that Mohammed Ahmed Qashat Al-Zanati died from injuries sustained in the incident.

Though sources apportioned blamed to the LNA for the shelling it later condemned indiscriminate shelling in the outskirts of Tripoli.

Amnesty International later published a detailed report on the incident, saying: “On the night of 16 April, residents reported a number of rocket attacks in Hay al-Intissar. One eyewitness said five rockets struck five different homes – killing four women and one man, and injuring a young girl. The girl was taken to hospital in a critical condition, but survived.”

An on-the-ground investigation by Amnesty International later said: The rockets used in this strike on the Abu Salim neighbourhood are notoriously inaccurate. They cannot be aimed precisely at specific targets and should therefore never be used in populated residential areas. Those who launched these strikes would have known that the likelihood of harming civilians was very high. International humanitarian law prohibits indiscriminate attacks (attacks which are not directed at a specific military objective), as well as attacks which employ a method or means of combat which cannot be directed at a specific military objective. Launching an indiscriminate attack resulting in death or injury to civilians constitutes a war crime.

It also quoted one victim’s brother: “We were 13 people in the house when the rocket struck. Noureddine was upstairs with his wife and their three children and I was downstairs with my family and my parents and siblings. My brother was hit directly; his head and abdomen were split open and had other injuries in his arms and legs. He died instantly. I was only a few meters away from him but was not injured. It could have been me in his place, or anyone else from the family. There is no way of knowing where these rockets will strike and so there is nothing one can do to protect himself and his family. It is terrifying every time we hear shelling and we live with that fear all the time”

The report further states that all residents interviewed by Amnesty International believed the LNA conducted the attack.

The family of Mufida Sasi Abu Gasiah later filed a lawsuit against LNA leader Khalifa Haftar stating: “45. On April 16, 2019, Haftar and his forces launched missiles into the civilian
neighborhood of Hay Alintassar in Trippoli in which Mufida Sasi Abu Gasiah, her
mother, sister, and young daughter lived.
46. Defendant knew that there were numerous civilians living in this neighborhood. He
knew that there were women and children present.
47. Yet without any regard for human life, Defendant Haftar still launched missiles into
the Hay Alintassar, Trippoli.
48. Mufida Sasi Abu Gasiah, along with her mother, sister, and young daughter, lived on
Tariq Al Matar road in the neighborhood of Hay Alintassar, Trippoli.
49. Mufida Sasi Abu Gasiah, her mother and sister were all killed by the missile strike on
April 16, 2019.

Plaintiff Mais Ahmed Mayouf was the only survivor of the brutal attack. She was
taken to the hospital for observations but was then released.”

One man with uncler combatant status was allegedly killed by indiscriminate LNA shelling on Ain Zara.

Fathi M. El Krewi said: “He had an appointment with the death when the third shell struck and was on a solid ground, which is the paved road … As if someone was following these shells and giving their coordinates in order to fall on the hard ground and hit as many people as possible, including Brigadier General Msaddek.”

Tanasuh reported that he was a retired Brigadier General who “went out to defend the city” due to the incoming LNA attack.

His family later filed a lawsuit against LNA leader Khalifa Haftar claiming: “33. On April 4, 2019 [sic], Msaddek Tunalli was evacuating women and children from an area
being indiscriminately bombed by Haftar’s forces in the in the Ayan Zarah District.
34. Haftar’s forces were randomly shelling the entire area.
35. At approximately 4:45pm, one of the mortars fell on Msaddek Tunalli, killing him.
36. The medical examiner stated that Msaddek Tunalli’s death is a result of multiple
infliction wounds to the head, shoulders, stomach, and arms, which resulted in severe
skull damage and sever damage to the brain and internal bleeding in the brain. The
weapons used were multiple artillery rounds and mortar shells. The heart, lungs and
stomach were severely punctured with internal bleeding as well, which resulted in
loss of oxygen to the brain and suffocation. The right elbow was fractured. The angle
of penetration was from the back, from the right side of the brain and from the back
side of the arms, while the angle of exit was from the stomach area.
37. The medical examiner stated that Msaddek Tunalli’s body was free of alcohol or any
other poisonous substances.
38. The medical examiner found two shrapnel fragments in the front side of Msaddek
Tunalli’s lungs and has preserved them.
39. The indiscriminate shelling was not necessary on behalf of Haftar.
40. The indiscriminate shelling was the direct cause of Msaddek Tunalli’s death.

41. Msaddek Tunalli was a husband to Plaintiff Aida Elzagally and a father to six
children: Plaintiffs Ayah Tunalli, Alaa Tunalli, Abdulhameed Tunalli, Adbulrrauf
Tunalli, Muhammad Tunalli, and Adbuladeem Tunalli.
42. The Plaintiffs named above are not left without a husband and father and the only
financial support.
43. Plaintiffs Ayah Tunalli, Alaa Tunalli, Abdulhameed Tunalli, Adbulrrauf Tunalli,
Muhammad Tunalli, and Adbuladeem Tunalli are severely traumatized by the loss of
their father.
44. Due to the loss of her father, Ayah Tunalli is psychologically unstable and having
nightmares.”

Additionally Riyadh Burshan, Al Jazeera and Ein Libya reported that civilian infrastructure was targeted in the area as a book store of the Ministry of Education was hit and “5 million textbooks burned by the fires of war in Libya”.

Airwars assessment

Local sources reported that long-range high-explosive ballistic missiles struck the city of Jisr al-Shughour. Step News specified that ten missiles struck residential buildings and infrastructure in the city. According to the Syrian Network for Human Rights, the strikes struck an area near the Mamoun Haj Yahya School in al Shamali al Sharqi neighborhood, severely destroying the school’s building, putting the school out of service.

While most sources said the event happened on April 8th, @AJA_Syria tweeted (on April 8th): “Pictures of the effects of the destruction caused by the bombing a few days ago on the city of Jisr al-Shughour”.

Mustafa Al Haj Yousif, director of the Syrian Civil Defense in Idlib,  said that two missiles struck another school called “Ruqiya bint Malik” in addition to a number of residential houses.

Some sources blamed Syrian regime forces while other sources blamed the Russian forces. The Syrian Network for Human Rights blamed both, reporting that Syrian-Russian Alliance forces were responsible for the attack.

Several sources such as Jisir TV claimed that the missiles were fired from Russian battleships stationed off the coast of Lattakia in the Mediterranean Sea, while others reported that the missiles were fired from positions of the regime forces in Tel Sheikh Yusuf or Henderat in Aleppo.

Most sources reported that 12 people were injured. Step News specified that among the wounded were 10 children, a woman and a young man, although the Syrian Observatory for Human Rights claimed that the 12 wounded included a woman and nine children. Smart News was the only source that reported 14 children were wounded in addition to a woman, although it also published the statement of Mustafa Al Haj Yousif who claimed that 12 children and two women were injured in the attack.

Jisir Media center identified the victims.

Human Rights Watch said the attack on the hospital wounded 13 women and children. “On April 8th, two munitions struck a residential neighborhood about 60 meters from the school, blowing out the school’s doors and windows and wounding 13 women and children who were inside.”

Airwars assessment

A child and a woman were reportedly killed and more than a dozen civilians were injured in shelling on the town of Kafr Nabil in Idlib, according to sources on the ground.

In an initial post, Smart News blamed the Russian forces but later blamed the Syrian regime instead. Other local sources blamed the Syrian regime forces as well.

Sources such as Orient News and Syria TV reported the use of rockets and cluster bombs. Syria TV added that the rocket attacks continued in  the towns of Al-Tmana’a and Jarjnaz.

Orient News also reported the death of a woman.

In addition to the death of the child, up to 21 people were reported wounded. In an initial toll, Syria TV reported that ten civilians were wounded, while other sources such as Orient news reported that 21 civilians were injured, including someone who’s leg had to be amputated.

In a tweet, @Mustafa_scd reported that among the wounded were five women and seven children. The White Helmets attended the location and inspected the wounded civilians.

According to the source Local Coordination Committees in Syria, a cluster bomb struck the house of Hanaa Ahmed Al-Salloum who was identified as one of the wounded civilians in a list of names published by Kafranbel News.

The incident occured in the afternoon.
