Airwars assessment

At least two girls were wounded in alleged Russian or regime artillery shelling of Balion on July 18, 2021.

According to the Syrian Civil Defense, “two girls also suffered a similar bombing on the town of Billion in the countryside”. Syrian Civil Defense was the only source to report on civilian injuries from the shelling while other sources only mentioned that shelling occurred.

Sources were conflicted as to who was responsible for the shelling, with @syr_television blaming the regime while @anasanas84 identified “Russian laser artillery shell”. @iHHDYROQMHnphnS and Syrian Civil Defense attributed the shelling to both Russia and the regime.

The local time of the incident is unknown.

At least one civilian was killed in alleged Russian or regime shelling of the village of Tadel in the western countryside of Aleppo on July 15, 2021.

@HalabTodayTV reported that according to the Syrian Civil Defense, “a civilian was killed by artillery shelling by the regime forces and Russia targeting the village of Tadel in the western countryside of #Aleppo”.

A tweet from @Almohrar1 named the civilian killed as Firas Ibrahim Othman Abu Namar.

Al Hadath Syria reported that the shelling also caused damage to civilian property.

Sources were conflicted as to who was responsible for the shelling, with @IdlibPlus attributing the incident to the regime while @Syrian_Youth1 blamed Russia. Syrian Network for Human Rights specifically identified “the regime forces stationed in the 46th Regiment” as carrying out the “mortar shelling” on Tadel.

Between one and three civilians, including a woman and up to two children, were killed and two to five other civilians, including up to four children and a woman, were injured in alleged Russian or regime shelling of the village of Iblin on July 15, 2021.

Shaam News reported that shelling “of a residential house in the village of Iblin in Jabal al-Zawiya led to the fall of a child martyr and the injury of two of his brothers”.

Syrian Observatory for Human Rights increased the number of casualties to “three civilians, including a woman and a child” while Syrian Network for Human Rights also identified three civilians as being killed, broken down to two children and a woman. @IdlibPlus added that the three civilians killed were “a woman and her two children”.

A tweet from @zelal_abo_adnan identified the child Hassan Ahmed Juma Al-Khalaf, 12 years, as being killed in the strikes.

@OrientNews added two more names of civilians killed: Khadija Ahmed Khalaf (F) and Dana Alaa Krum (F)

Syrian Civil Defense identified “the injury of 4 other children” and added that “most of the dead and wounded are from one family.” Zaman Al Wasl reported that a “woman and 4 children were injured”.

Sources were conflicted as to who was to blame for the strikes. Syrian Observatory for Human Rights attributed the strikes to the Syrian regime. However, Syrian Network for Human Rights blamed Russian shells “equipped with a Krasnopol laser guidance system”. While Shaam News did not attribute the strike to a responsible party, they identified “the flight of a Russian reconnaissance plane in the air”.

Between five and six civilians, including one to four children, were killed and between seven and eight others, including two children, were injured in alleged Russian or regime artillery strikes on the Masbah area nearby al-Fu’ah town on July 15, 2021.

According to Syrian Observatory for Human Rights (SOHR), at the time of reporting “the number of civilians killed in regime massacre in Masbah area nearby al-Fu’ah town in north-eastern Idlib jumped to six. Moreover, the death toll is expected to rise further as the bombardment left seven over persons injured, some seriously.” Their earlier reporting identified that five civilians, including one child, were killed and those killed “were workers who were breaking stones”. Shaam News also reported that five civilians, including a child, were killed.

In their report that identified six deaths and eight injuries from the strikes, Enab Baladi specified that all of those involved in the incident were civilians.

@Jon94447934 provided the names of the three children that were killed in the strikes: Hamza Ahmed Walid Sabbagh, Mohamed Khaled Sabbagh, Hussein Khaled Sabbagh.

A post from Khaled Abo Haydar on Facebook added three more names of civilians killed, including a child: Mohamed Khaled Abdel Gawad nicknamed Abu Khaled, Abdo Omar Qahawati  nicknamed Abu Omar, and Child Abdel Rahman Adel Slat.

A tweet from @Najdat567 emphasized that five of the civilians killed were the providers of their families and were doing back-breaking work as stone breakers for just “20 Turks per day” and that those workers were targeted with three shells.

Syrian Network for Human Rights (SN4HR) reported a similar number of civilians killed, six, but added that three of them were children. A post by Syrian Civil Defense also identified eight others as being wounded, including two children, and listed the locations that were shelled as “civilians who cut stones, a swimming pool and a playground”.

SN4HR blamed Russian forces for the casualties, identifying “a shell equipped with a Krasnopol laser guidance system” as being used in the attack. However, SOHR named the regime as being responsible for the shelling. The other sources that reported on the incident, including Syrian Civil Defense and Shaam News, did not distinguish whether Russia or the regime was responsible, blaming both.

At least one civilian, a 10 year old girl, was killed and one or two of her siblings were injured in alleged Russian and/ or regime artillery or rocket strikes on the village of Hmeimat on July 12, 2021.

@IdlibPlus reported on “the death of a girl and the injury of two other children as a result of heavy artillery shelling by the regime forces based in or near Jorin camp on Hmeimat village”. A video published by the same outlet (see below) showed at least five apparent targets struck in the village.

The deceased victim was named by @spc_fr as Jamila Yasser Al-Jassem, who it said was killed during an attack on the Jorin camp within the village. OGN Arabic published a video of Jamila which it said had been taken just 24 hours before her death. @anasanas84 said that Jamila was ten years old, while local source Hadi Khraat said the two unnamed injured victims were also from the same family.

The Syrian Network for Human Rights reported one child killed and one injured in the attack, noting: “A girl, named as Jamileh Yaser al Jasem, was killed and her brother was injured when Syrian regime artillery forces fired shells on Hmaimat village in Sahl al Ghab in the western suburbs of Hama governorate on July 12, 2021. SNHR notes that this shelling is a breach of the ceasefire agreement reached following consultations between the Turkish and Russian presidents, which came into effect on March 6, 2020.”

The local White Helmets instead reported “that the bombing led to the killing of a girl and the injury of two girls from the same family,” according to Syria TV. Instead, Fresh Syria News said both siblings were brothers of Jamila.

The Anadolu Agency blamed the attack on regime forces, noting that two injured children were treated at a local hospital. According to Enab Baladi News, the attacks began at dawn: “At five in the morning, the Al-Ghab Plain witnessed artillery shelling that focused on the villages of Hemeimat, Qastoun, Qalidin, and Zaqqum, north of the Al-Ghab Plain, according to what Ammar Abu Al-Hassan, a worker at the Unified Observatory in northern Syria, told Enab Baladi. As a result, civilian homes were destroyed, especially in the village of Hmeimat, which received the largest share of the bombing. The source of the artillery bombardment was members of the regime forces located in the Jorin camp and the village of Al-Darabila, northwest of Hama governorate.”

At least two civilians, a man and a child, were injured in alleged Russian or regime artillery strikes on the town of Marayan on July 11, 2021.

Syrian Civil Defense reported that “a man and his son were injured by similar shelling on the village of Mara’an”. Macro Media Center verified that the son that was injured was a child.

Baladi News identified the homes of the injured civilians in the village as being struck by artillery. Zaman Al Wasl added that “the bombing also caused widespread destruction of civilian property”.

Enab Baladi News provided information that the injuries of the civilians were varying and NPA Syria reported that the injured “were taken to medical points for treatment”.

The majority of sources attributed the strikes to the regime and Zaman Al Wasl pinpointed the “regime forces stationed in the town of Basqala” as being to blame. At least one civilian, a man, was killed and between one and three others, including a child, were injured in alleged Russian or regime artillery strikes on the town of AL Bara on July 11, 2021.

According to Syrian Civil Defense, “a civilian was killed, and another was injured, by artillery shelling by the regime forces and Russia targeting the town of Al-Bara”.

Syrian Network for Human Rights documented the name of the civilian killed: “A man, named as Ali Muhammad Ghazal was killed while other civilians were injured in Syrian regime artillery forces’ shelling of the southern outskirts of al Bara village”.

Various other sources mentioned “several” civilians injured but did not specify how many. @EdlibNN gave the specific count that two civilians were injured in the strikes and Resala Post reported on three civilian being injured. Baladi News added about “the injury of a girl with varying degrees of injuries”.

Zaman Al Wasl reported on “3 residential neighborhoods in the center of the town of “Al-Bara” as being subject to artillery shelling.

The majority of sources attributed the strikes to the regime. However, @EdlibNN tweeted that the casualties were a result of “the bombing of the Russian occupation militias with heavy artillery shells” and @feryal222kakhi blamed Russian forces as well.

In the first reported civilian harm event involving explosive weapons use in Libya since March, several outlets said that four civilians had been injured by shelling from an unknown party on the Sidi Hussein neighbourhood of Benghazi. The injured were taken for treatment at the al-Jalaa Hospital.

The hospital released the following statement: “Doctors of Al-Jalaa Hospital, Benghazi, received four injured as a result of the shelling that occurred in the Sidi Hussein area, according to the injured. Three of them received first aid and left the hospital, while the other was accommodated in one of the departments.”

Photographs from the scene showed several cars damaged by the shell. It was unclear which party or faction might have conducted what appeared to be a random attack. Libya Alahrar noted concerns about “armed militia and random shooting” in the city.

The incident occured in the evening.
