Airwars assessment

As many as 12 civilians were killed, including at least three children and two women, in airstrikes on Bokro Foqani, situated in the eastern countryside of Deir Ezzor. Sources were contested with blame attributed to Russia, the Syrian regime and the US-led Coalition. Most reports were unable to identify the culprit.

The news agency Baladi believed the “warplanes” to be US-led Coalition. According to Baladi mosques in the area “launched a distress call” for blood donations due to large numbers wounded and the area suffering for lack of medical resources.

Syrianpc suspected “dozens” wounded and provided an initial list of victims.

The airstrikes reportedly targeted civilian homes. Euphrates Post published a series of photographs of the material damage. The Post did not apportion blame.

Assad’s regime was attributed blame by Horrya, with the source reporting that three raids took place on the village.

Step News Agency blamed Moscow and said the strikes occurred whilst people of the town fled towards “the Badia and Euphrates River”.

Syriandays documented a lower death count at seven. It attributed blame to “the aggression of the “coalition””.

In contrast to this the Syrian Network for Human Rights held the regime responsible, it gave a lower figure of “at least 3” and did not name victims.

Smart referred to “unknown fighters” as culprit whilst Smart blamed Russia, as did Jisirtv.

As many as 12 civilians were killed – including an entire family – and up to 30 were injured, following airstrikes on Al Nakhtab, Bokros Foqani. Sources were conflicted as to who was to blame, some attributing blame to the Coalition, others to Russia and SOHR to the Syrian regime. A handful of sources blamed “unknown warplanes”. Airwars understands that the Coalition was not bombing in this territory at the time, while Russia and the regime reportedly were.

In what was described as a “massacre” by Radio Realz Free Radio, dozens were reported wounded, as well as the death of as many as three children, two women and a man. There were many critical cases of wounded civilians, meaning the death toll was likely to rise. 

@EatingMyPeaz reported on the death of a “mother and her 12-hour old newborn” due to Russian airstrikes. 

@MOAZALSHAMY reported that the military aircraft “targeted residential areas of the town”. Photographic evidence shows the destruction of properties, including the death of a cow near a home. Additionally, one source reported that four homes were totally destroyed, leaving nothing left. 

Alhal reported that “The Russian warplane targeted for the second day in a row the village of Bqaras, with more than 13 raids, which resulted in the deaths of 10 civilians, including a whole family, and injuring more than 30 others”.

Euphrates Post reported that two of the casualties were displaced peoples, but did not specify who.

Up to five civilians were killed and several wounded as airstrikes, carried out by either Russia or the Syrian regime, hit Huwaij, near al Shaheel, Deir Ezzor, local media reported.

@Euphratesmedia reported after the incident “a large number of air raids targeted the towns and villages of the eastern countryside and Al Shahil crossing water”, adding that it had caused a number of victims and wounded.

The same media later reported a total of five victims. The remaining sources, however, reported the death of two men, both identified by name. The Violations Documentation Centre was the only source to report the death of just one of the men, Hmaid al-Hamed al-Meshaan

According to Jisrtv, seven civilians were killed in Russian airstrikes several areas in Deir Ezzor on that day, including al-Shuhail, though the source didn’t specify the exact number in al-Shuhail.

Besides from Jsirtv, the Syrian Observatory for Human Rights also attributed the strike to Russia.

However, the Syrian Network for Human Rights, who put the death toll at two, identified the Syrian regime as responsible.

Between nine and 15 civilians died, including an entire family, following alleged airstrikes in a second reported ‘massacre’ at Abu Kamal in 24 hours. Reports were contested: some sources blamed the Coalition, while others believed Russia were the likely culprit. Many of the known sources did not apportion blame.

The strikes were conducted after midnight, according to Syrian Press Center, which published a list of the dead, originally posted by Furat Post (the IS Russian language propaganda outlet). However, a list was later reported by various other media sources.

Free Deir Ezzor reported reported that in the last few days more that 20 civilians were killed in Abu Kamal alone, however these numbers were not seemingly relevant to this particular incident.

A tenth fatality was documented by Free Deir Ezzor, though the identity of the person was not recorded. That report alleged that the US-led Coalition had carried out “several thermal missile strikes” on the outskirts of Aisha hospital, a street near the market and Dwar Egyptian.

JisirTV reported that “The international coalition aircraft carried out a new massacre in the town of Bu Kamal in the eastern suburb of Deir al-Azur, killing 13 civilians, nine of them from one family, and 15 others were seriously injured.”

Greater detail on location was provided by the Euphrates Post, which said that raids targeted “the shoulder and grain silos and near the Al-Shafei Mosque and the Egyptian roundabout in the city”. The report added “the situation is very tragic due to the total interruption of electricity and drinking water for months”.

There was also huge destruction to civilian homes.

Baladi and the Syrian Network for Human Rights suspected Russia to be the culprit, Baladi referred to “unidentified aircraft likely to be Russian”. The Syrian Observatory for Human Rights recorded 12 dead, including four women. It did not allocate blame. The highest death toll was reported by Jisirtv at 13, with 15 were seriously wounded, according to its report. It attributed blame to the US-led Coalition.

The number of dead was likely to increase according to a source due to the severity of some of the injuries. Footage shows civilians received medial treatment in hospital in the aftermath.

A local source tweeted that “More than 20 Russian planes have raided civilians today”.

Airwars assessment

Up to 14 named civilians died in an air and artillery strike in Al Mayadin, local media reported – though it was unclear who was responsible for the event, with sources pointing towards the Coalition, Russia and the regime. Many reports referred only to attacks by “warplanes”.

Although no specific sources put the death toll as high as 14, the total number of named casualties spread across sources was 14.

According to Euphrates Post and other sources, the raids occurred “in the vicinity of Al-Hammad Hospital and Teachers Syndicate in Al-Mayadeen”.

@Asharq_news reported that both “warplanes and helicopters had carried out 25 raids an hour ago”. However other sources claimed there were up to 50 raids. One source reported that the high intensity of raids caused a “great panic”. 

The Syrian Press Center said that “Russian warplanes and international coalition aircraft continue to commit the worst massacres against civilians in the eastern countryside of Deir al-Azzur. On Sunday, warplanes carried out a new massacre in the city of Al-Mayadeen, leaving four martyrs dead”.

The Syrian Observatory for Human Rights put the death toll at three including a child and reported that the warplanes responsible were “believed to be Russian”.

Sound and Picture said that five civilians including two children had died, but like many sources, didn’t identify who carried out the raids.

However, the Syrian Network for Human Rights reported regime warplanes had killed seven non-combatants, including two children and two women.

Two ISIS fighters named as Abu Yasser and Hamdan al-Shaher Abu Saleh were also reported killed.

It was reported by Baladi that the vicinity “was hit by a barrage of un-exploded ordnance, cluster bombs and more.”

Reports of the incident mention multiple strikes in the town of Al Mayadin (لميادين‎). Sources mention the areas of Al Hammad hospital (الحماد) at these coordinates: 35.021340,40.448522, the Teachers Syndicate (المعلمین نقابة) and a river crossing. Due to limited information available to Airwars, we were unable to verify these last two locations further
