Airwars assessment

In what local media described as “a massacre”, as many as 15 civilians including up to five children and two women died and another 34 were wounded, including women and children, in alleged Russian or regime airstrikes on Ma’aret Al Nu’man after sunset on August 28, 2019. According to the Smart News Agency, 47 civilians were killed and wounded in the event.

Euphrates Post put the death toll at 13 including “five brothers”. In one post it blamed Russia, but in another it said that the regime was responsible.

According to the Step News Agency, “the regime’s warplanes committed a massacre against civilians in Ma’aret al-Nu’man city in the southern countryside of Idlib this evening [Aug 28th]. Abdullah Abu Ali, a Step News correspondent said that a SU-24 warplane dropped its cargo of eight vacuum rockets at once in Ma’aret al-Nu’man, killing 10 civilians, including five members of the family – a mother and her children. Another 23 civilians, mostly children, were wounded to varying degrees”.

The Syrian Observatory for Human Rights also blamed the regime, putting the death toll at 12 including two women and six children.

A tweet from @Sy24ria reported ” the killing of nine civilians, including women and children” and attributed the strike to Russia. Another post by @khalidaboalmjed put the death roll at 11, “most of them children”.

@OrientNews posted a tweet that reported ” Two civilians were killed and 30 wounded in an airstrike on the city of Maarat al-Numan, Idlib.”

A tweet by @thawrat111 put the number killed at 14 and the number wounded at 30, adding “the number is increasing, and there is a mother and her five children still under the rubble.”

Three of the civilians killed were named by @majed_abdalnoor as Mahmoud, Muhammad and Mustafa (children), “three brothers in addition to eleven other martyrs killed”.

A post by Shaam baladi named the civilians killed as: Yassin Al-Melhem “Al-Maarrah”, Ahmad Al-Hussein “Kafrouma”, Abdullah Yaroub Al-Hamid, Jihad Hasan al-Shalah “child”, Ahmed Youssef Darwish. They also named the civilians injured as: Muhammad Walid Al-Shalah, limays alshuhna ” tafla”, ‘amin alshuhna ” tifl”, Aamir Fadl Al-Gharib, Zakaria Al-Atrash, Muhammad Al-Awad, Ahmad Al-Darwish, Mohamed Doudi, Ghalya Al-Darwish, Aamir Jarban “Child”, Belle Hameemas, Yusef Al-Darwish, Yahya Al-Shalah, Hasna Al Darwish, hamdu alshuhna, may alshahna, Aamir Gharib, Fatima Al-Darwish, Fadia Al-Darwish, eazl alshuhna, muhamad alshuhna, Muhammad al-Shufah, shahid dubaybiun, and Amer Al-Beek.

Syrian Human Rights Committee also adds the names Nadera Darwish (F), The child Nawras Ayman Juban (M), Ahmad Abdul Karim Al-Barq (M) killed in the airstrikes.

A post by My Love Maaret Al Nu’man on Facebook added the name Yunus Ahmed Darwish as kill, bringing the named civilians killed to 15.

Enab baladi reported that women and children were among the 34 injured in the strike and according to Zaman Al Wasl, the majority of those wounded were women and children.

A tweet from @Charles_Lister reported that at the time, many people were still stuck under the rubble.

Videos posted by Hadi Al Abdullah show destroyed buildings, fires, and White Helmets removing bodies and helping injured people and trying to remove people from collapsed buildings. At least one body of a child can be seen being removed from the rubble. The same source also mentioned that the bombing, which they attributed to the regime, occurred in residential neighborhoods and caused great damage and fire to residential homes. They identified 12 civilians, including six children and two women, as being killed.

A graphic video posted by @asseraaalsham shows a teenage boy who was violently killed while riding a motorcycle.

Multiple sources, including Step News and @Sy24ria, reported that Ma’aret Al Nu’man was struck with eight vacuum missiles. Enab Baladi reported: “The director of the “Civil Defense” sector in Maarat al-Numan, Abada Zikra, told Enab Baladi that the “Sukhoi 24” Syrian warplanes targeted residential neighborhoods in the city with 12 missiles at once.”

Major strikes in Bustan al Qasr, Aleppo, on September 22nd which killed between five and 13 civilians, and wounded dozens more, were attributed to both regime forces and Russia aircraft by local media. Local sources identified five civilian victims, including two children.

Many reports stated that barrel bombs and phosphorus were used in the attack, leading to large fires.

According to a Syria News Desk post on Facebook, “four civilians were killed and more than a dozen others injured, some of them seriously, at dawn today [Sept 22nd], a result of Russian warplanes using mostly rockets loaded with phosphorous bombs on the neighbourhood of Bustan al Qasr.

Majid Alragi, one of the residents of the neighbourhood, told Syria News desk, “The wounded were taken to a field hospital in the region,” pointing out that civil defence teams extinguished a portion of the blaze, which burned some residential buildings, shops and cars, after working more than five hours while fire gutted three buildings.

Rescue workers attempting to put out the fire were reportedly limited by snipers stationed in the vicinity.

Other sources corroborated this account but claimed a higher number of civilian casualties. @eldorar1, @Daretezzamedia, and @24Aleppo tweeted that four civilians were killed, but reports from Orient News, Smart News, Dostor, and Youm7 suggested the number of dead ranged from 10 to 13.

DW News stated that among the dead were at least three children and three women.

Most sources alleged that the bombs and phosphorus were used in between 12 and 14 separate drops on the same location.

Al Jazeera and Orient News pointed to “a squadron of Russian aircraft”, while other sources referred to “Assad’s planes.”

A number of civilians were reportedly killed in an airstrike on the ISIS-controlled village, al Jafra, Aleppo, according to local media sources.

The only source for this incident, Local Coordination Committee of Syria, reported: “13 martyrs in Aleppo most of them killed in the Turkish raids on al bab and Russian raids on al Jafra“.

It was therefore unknown how many of the 13 civilians were killed in the al Jafra incident.

Five members of one family were among those killed in an alleged Russian bombardment on the village of Tabiya Jazira, east of Deir al-Zour, local sources reported.

The Ismail al-Jadan family died when four shells hit the area of the town near the railway, Syrian Press Centre said.  A total of 13 civilians were reportedly killed, according to a local source on Twitter. The airstrikes also destroyed a number of houses.

Mrs. Fiddha al-Abd al-Azim and the mother of Judge Ramadan al-Zahman were named dead.

Between five and 13 civilians died in airstrikes on Al Khafssa, according to local sources – though reports were conflicted as to whether Russia, the US-led Coalition or the Syrian regime were to blame.

The majority of sources, including HNN, @AJABreaking and @HalabNewsN blamed Russia.

The Step News Agency, also attributed the event to Russia, put the death toll at seven, including two children and one woman. It added that the victims were from the same family.

Abarahpress said that as many as 13 had died, but similar to a number of other sources, did not identify the culprit.

However, Breakingnews reported the Coalition carried out strikes targeting ISIS in Al Khafssa. @RadioAlKul blamed the Coalition for seven deaths.

According to Manbij Mother of the World, “Coalition planes bomb the area of al Khafsa east of the cemetery with two missiles at exactly 02:00 am. There is news of a massacre in which an entire displaced family has been killed. We await further details from our correspondent.

One source, Syrianewsdesk, said the regime was responsible, putting the death count at five non-combatants.

In the second of their March 2020 civilian casualty reports, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

‘Monday 27 June – Typhoons provided close air support to Syrian democratic forces fighting in Manbij…On Monday 27 June, while Royal Air Force Tornado GR4s conducted reconnaissance missions to gather intelligence on Daesh activity, Typhoon FGR4s and Reaper remotely piloted aircraft provided support to both Syrian democratic forces and Iraqi units. The same day, in Syria, a pair of Typhoons conducted a successful attack with Paveway IV guided bombs against a Daesh strongpoint on the south-western outskirts of Manbij.’

Between ten and 13 civilians including five children died in a Russian or Syrian regime airstrike on Kafr Karmin.

The Syrian Network later named some eight of the including one man, two women and five children.

One eyewitness said the attack came “Exactly after Friday prayer [when] Russian planes targeted the village of Kafr Karmeen and killed between five and ten martyrs.”

While most sources blamed Russia, Smart News, Ara News and Al Araby said regime aircraft were responsible.

Airwars assessment

According to local media, a man named Mohammad Houri and an unidentified woman were killed, along with as many as 11 others, with dozens more wounded, by cluster bombs striking the al Sukkari neighbourhood in Aleppo. Some reports said the regime struck the neighbourhood, while others implicated Russian forces.

Syrians News claimed the most casualties, stating “in addition to dropping barrel bombs, Assad’s helicopters fired artillery and rocket launchers, killing 13 civilians, mostly women and children, and wounding dozens of others.”

Smo-sy News said Russian aviation accounted for 11 civilian deaths, also noting that the dead were mostly women and children.

Smart News reported that Russian bombings of three neighbourhoods, including al Sukkari, killed 30 civilians in total.

@TRTAlarabiya, @mediacenterfr, @ALAMAWI, @RFS_NORTH all corroborated reports of cluster and barrel bombs being used on the neighbourhood.

Up to 13 civilians including three or four children died in an alleged Russian airstrike on Jamiyat al Hadi and Babis, according to multiple local sources.

The Syrian Observatory for Human Rights said seven civilians including three women and four children were killed in an aerial bombardment, adding that there were reports of five others also dying – though did not say who carried out the attack.

But the Shaam News Network reported that Russia was responsible and put the death toll higher, at 12. The Syrian Network for Human Rights also blamed Russia, reporting that warplanes shelled a “residential compound in Babis town which killed 12 individuals including 3 children and 2 women“.

According to Hara News, in addition to the 12 killed, 20 were wounded. Radio Al Kul put the death toll at ten. According to Baladi, Russia targeted al Hadi with vacuum missiles, killing 12 civilians and injuring more than 15. Allser7 put the number killed even higher, at 13 – in eight alleged Russian strikes, while other sources claimed that Russian had breached a ceasefire.
