Airwars assessment

Between two and four civilians were reported killed and between 13 and 15 civilians sustained injuries as a result of alleged Russian airstrikes on the vicinity of the town of Al Hamama, west of Idlib on October 14, 2020. More specifically, a tweet from Halab Today TV mentioned that the Russian Air Forces attacked the Al-Harsh area near the town. A correspondent from Fresh reported that the Russians attacked the forest areas on the outskirts of Al Hamama and that “[i]n the targeted area, dozens of tents for the displaced are spread in the bushes and mountainous areas.” Multiple sources mentioned that Russia carried out the raids “after weeks of absence from the air” and despite the existence of a truce in Idlib that Turkey concluded with Russia in mid-March, according to Step News Agency.

Regarding civilian harm, @Mohamed2Aldaher and others said that two civilians were killed and 13 wounded as an initial outcome. Step News Agency said that the Russian airstrikes resulted in two deaths and 15 wounded, after initially reporting that 1 person died and 13 were wounded. Shaam added that the civilian casualties included people working in olive harvest workshops.

Enab Baldi and Jesrpress respectively reported three and four deaths. However, according to Enab Baldi “it was not known whether the bombing had targeted military or civilian headquarters.” Similarly, Jesrpress mentioned that “Russian forces claimed that the targeted location [was] a camp belonging to Hay’at Tahrir al-Sham in the area”, thus casting doubt on the status of the casualties.

Two sources specifically claimed that there were casualties among belligerents. According to the Syrian Observatory for Human Rights, “[t]he strikes targeted the headquarters and camps of Tahrir al-Sham and jihadist groups, killing four fighters so far and injuring others.” Similarly, Syria TV reported that according to local sources, camps belonging to the “Hay’at Tahrir al-Sham” were located in the forests of Al Hamama town and “that there were deaths and injuries among the members of the “Hayat”, in addition to the presence of people trapped under the rubble.” (do you report on belligerent casualties in the summary?)

In addition to civilian harm, correspondents of Syria TV mentioned that “the raids caused panic among the displaced people who live in dozens of camps located in the vicinity of the villages near the forests of the town of [Al Hamama].”

All sources attributed the airstrikes to the Russian Armed Forces. Enab Baldi reported that eight missile strikes were carried out by three Russian warplanes, while Russian reconnaissance planes were flying overhead. Al Hadath and @syriapostnew1 claimed that Russia fired more than 10 missiles. According to @|IonbakGhDQLgt4c and Enab Baldi, the Russian warplanes attacked Al Hamama with vacuum missiles.

The incident allegedly took place in the morning. Urgent tweets on the attack appeared as early as 8:55 AM local time.

Airwars assessment

A child was reported killed and between three and six civilians, including up to three children, a woman and a man, were injured in alleged Russian airstrikes on residential areas in the village of Al Rami in the southern Idlib countryside on October 21, 2020.

Regarding civilian harm, a correspondent of Resala post reported that a woman and her two children were wounded in Russian raids on the vicinity of Al Rami town. Asharq News and other sources identified the wounded as the child Saher Ahmed Al-Jaber (10 years), the girl Fatoum Ahmed Al-Jaber (two years old), and Khadija Hassan Zeno (46 years). Ugarit Idlib said that the family was displaced from the town of Al-Bara.

Enab Baladi wrote that according to Subhi Ibrahim, the director of the Shanan center affiliated with the Syrian Civil Defense, three children, a woman and a man were injured when Russian airplanes carried out two raids on the village of Al Rami. The Syrian Observatory for Human Rights and @mahmoudalbakor1, a local journalist and writer, reported that six civilians, including two children and a woman, were injured in the attack and rushed to the hospital to receive treatment.

@Zitan_media, @syriapostnew1 and Euphrates stated that the strikes on Al Rami also resulted in the death of a child aside from a number of wounded civilians.

In addition to civilian harm, the Syrian Network for Human rights said that the Russian aerial attacks on Al Rami destroyed several houses. Moreover, SNHR noted that “[Al Rami] village is one of the areas included in a ceasefire agreement reached following consultations between the Turkish and Russian presidents, which came into effect on March 6, 2020. Despite this agreement, the Syrian regime forces and their allies have not stopped attacks on the area, resulting in further displacement amid the spread of the COVID-19 pandemic.”

All sources attributed the attack to the Russian Armed Forces. Multiple sources stated the Russian warplanes carried out several raids, with @firas_alkhalifa mentioning two and @khaledu190 mentioning three raids. Asharq News and Step News Agency claimed that Russia attacked Al Rami with vacuum missiles, and EMC mentioned the use of high-explosive missiles in its reporting. Syrian opposition’s aviation observatory said that the fighter planes took off from the “Hmeimim” base.

According to Step, “the Russian air strikes coincided with the entry of the Turkish army columns retreating from Morek to the villages of Jabal al-Zawiya, amid intensive Russian reconnaissance flights over the airspace of the region since the start of the deportations in order to monitor the locations of the new Turkish forces.”

The local time of the incident is unknown. However, urgent tweets on the attack were posted as early as 12:14 PM.

Airwars assessment

Between two and 23 civilians were reported injured and at least one person alleged to be a civilian, a journalist, was killed during alleged Russian airstrikes on the Al Dwailah area near Salqin, west of the city of Kafr Takharim, in the northwestern countryside of Idlib on October 26, 2020. Multiple sources stated that the Russian forces targeted a military training camp belonging to the Turkish-backed “Sham Legion”, one of the factions of the National Liberation Front (NLF). Local sources reported that between 30 and 90 fighters sustained injuries and up to 78 fighters were killed as a result of the alleged Russian airstrikes. Step News Agency said that the NLF camp was located close to camps for displaced people and that the proximity of the raids to these camps resulted in civilian harm.

Regarding civilian deaths, @MousaAlomar and others reported that the journalist Rasheed al-Bakr died as a result of the Russia attack. Al Araby quoted activist Mustafa Muhammad according to whom “Al-Bakr was killed (…) while covering the graduation of a military course for fighters from the “Al-Sham Legion”, in Jabal Al-Duwailah. He explained that [al-Bakr] was working as a photographer for several local agencies, and was also active in covering humanitarian events in the Kafr Takharim area near the Syrian-Turkish border. However, Hadiabdullah and Minbersham claimed that al-Bakr was part of the NLF’s media office and that he had “great participation in the popular movement, especially in Kafr Takharim.”

A correspondent from Step Agency said that “more than 20 people were killed in an initial outcome in the bombing, most of them were “Sham Legion” fighters, and among them were civilians, as a result of the proximity of the raids to the Talmanes [IDP] camp on the Syrian-Turkish border. @abo_gamal_1 reported that 25 people were killed in the Russian airstrikes, without specifying the status of the individuals. Resala Post published the names of 29 casualties, also without specifying their status. However, Syria TV posted the same 29 names plus seven additional names, explicitly stating that these people were members of the Sham Legion.

Regarding wounded civilians, Aramme reported that among the dead and wounded, although mostly Sham Legion fighters, were also civilians who lived in a camp near the targeted area. @SyrianCoalition tweeted that “[t]he raids carried out by the Russian occupation on the camp located in the Duwaila area in Idlib countryside, also included the bombing of the village of Al-Duwailah and the camp in it, which left many civilians injured, and dozens of them are still under the rubble.” @Nasr_Haririr stated that dozens of people were injured and killed as a result of Russian airstrikes, most of them cadets of the Sham Legion. This indicates that there were also some civilian casualties.

Regarding belligerent harm, Alkhabour stated that “[t]he Russian warplanes launched raids with high-explosive bombs on the Al-Duwailah area in the western countryside of Idlib, killing more than 30 fighters and wounding more than 30 other fighters of the National Liberation Front.”

A correspondent from Step News Agency reported that “the [NLF military training] camp contained about 200 fighters and leaders from the faction, and as a result of the targeting more than half of them were killed or wounded, as the number of dead reached 36 and more than 90 wounded.” Initially, Step had reported that more than 20 people, most of them Sham Legion fighters, were killed.

Syria TV documented the names of 36 killed members of the Sham Legion, stating that “the number can be increased due to the presence of injuries in critical condition, as the number of injured ranges between 50 and 75 injured, who have been distributed to a number of hospitals.”

The Daily mail reported that Russian airstrikes on a training camp killed more than 50 Turkish-backed militia fighters. It further said that the “Observatory for Human Rights, which monitors the war in Syria, gave a higher toll of 78 fighters dead and nearly 90 wounded.”

Al Jazeera quoted Naji Mustafa, spokesman for the NLF, according to whom the raid was “”a clear and continuous breach of the de-escalation agreement signed between Russia and Turkey (…).” This is corroborated by a statement from US ambassador James Jeffrey, the Special Representative for Communication in Syria, that was posted by Raqqa.rwb. In the statement the US expresses its concerns about the “dangerous escalation by pro-regime forces and apparent violation of the March 5 Idlib ceasefire agreement.”

The Daily Mail said that “Syrian rebel groups vowed to retaliate.” Shaam reported that “[a]s a result of the shelling of the media activist, Rashid al-Bakr, the rebel factions responded by targeting the strongholds of the Assad forces on the axes of the cities of Kafr Nabl, Saraqib, Maarat al-Numan and the towns of al-Dar al-Kabir, Khan al-Sabil, Hazarin, Jubas, al-Hasa, al-Majalla and Kafr Batikh with artillery shells, which led to deaths and injuries, and the factions killed two members of the Assad forces Sniper rifle on the axis of Al Dar Al Kabira.”

All sources attributed the airstrikes on the Al Dwailah area to the Russian Armed forces. The Manbij Military Council said that “the aviation observatories in the northern regions of Syria reported that they had monitored the take-off of a Russian “Sikhoy 30” warplane from the Hmeimim air base, which carried out its full cargo on the Duwailah area.” According to Alkhabour, the raids on Al Dwailah were carried out with high-explosive bombs. Euphrates Post and Step referred to Russian media outlets who claimed that Russia destroyed the Sham Legion camp with “half a ton of explosives”.

The incident allegedly took place in the morning.
