Airwars assessment

A major civilian casualty event took place on al Tabaqa city in the Ar Raqqah countryside, reportedly killing at least six civilians and wounding as many as 40, including women and children. Sources were conflicted as to whether Russia or the Assad regime were to blame.

Wwalfwasel reported that “more than 40 people” were killed, however this figure is much higher than the majority of other sources.

A Tweet by theofficemedia described the raid as a ‘very intense bombardment’ in which rockets and cluster bombs were used by warplanes.

Syrian Press Center blamed Moscow, as did LCCSY and Qasioun news.

According to Qasioun, most of those killed were women and children.

According to Alsouria, al Tabaqa was under the control of so-called Islamic State, they alleged through working together the regime and Russia have caused considerable material damage in the area and many have been killed in order to regain control.

Shahed-ayan has also news blamed Moscow for the airstrikes, which they reported to have killed sixteen, wounded thirty and caused ‘big material damage in residential buildings’.

However, the Syrian Observatory for Human Rights referred to both Russian warplanes and regime helicopters operating in the area. Syrian News and Zamanalwasl also blamed the regime.

Between 20 and 40 civilians were reported killed and dozens injured in devastating alleged Russian airstrikes on the village of Bzeina, according to multiple reports. While the destruction of the market and surrounding homes was extensive, the aircraft may have been targeting rebels. Videos filmed at the scene show some casualties and rescuers in military fatigues – with all of those listed as killed adult males.

Activists told Shaam News Network the afternoon bombing targeted the centre of a popular market which was teeming with non-combatants, wounding many and causing widespread damage to the market. They added that the death toll was likely to rise due to the seriousness of injuries.

All4Syria quoted local resident and media activist Adam Shami: “Russian planes today targeted a popular market in the small village of Bzeina in the Marj region. Its entire population doesn’t exceed 500 families, along with some displaced families. But the warplanes have utterly destroyed Bzeina’s small marketplace.”

Smart News cited a local doctor who said medical facilities were overwhelmed by the casualties: “The doctor added that there are cases of amputation among the victims, ‘especially as the market area was crowded with children and women.’

VDC and Syria 2011 have both reported 20 victims, including seven people they could not identify.

Between 15 and 40 civilians were killed in two separate air raids using thermobaric rockets targeting a residential neighbourhood in Armanaz according to local media. Sources all blamed either Russian or Syrian regime raids for the attack.

Most sources alleged the second airstrike was aimed at Civil Defence teams and other civilians trying to remove victims of the first strike from underneath the rubble, which would explain the extraordinarily high death toll.

More than 30 houses were totally destroyed.

12 rockets vacuum missiles were used, according to Syrian Civil Defence.

Some sources reported that dozens of others were wounded, however the highest count is Smart News who reported 75 were injured.

ZamanAlwasl reported the a Sukhoi 24 plane belonging to the regime carried -out a second strike as the White Helmets and ambulance teams attended the scene.

In what was widely reported as a Russian action, at least 27 civilians died and more than 70 were injured following airstrikes on Al Mayadeen.

Almost all sources including Daesh blamed Russia. Deir Ezzor is Being Slaughtered said 6 Russian planes carried out 20 strikes between them, including on a children’s playground. Shaam News added that “Activists said the Russian air force targeted several areas in the city with cluster bombs, which spread over large areas near the National Hospital and the School of Abdul-Jabbar Al Obeid and near al Rahba fortress and the garage area downtown.”

However the Syrian Network blamed the Assad regime for the attacks. And while only one minor source blamed the US-led alliance for the attack, on September 9th the Coalition had leafleted al Mayadeen warning of impending airstrikes.

In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

In what sources referred to as “a terrible massacre”, 22 named civilians, including children, died in an an airstrike on Batbo, Aleppo, according to local media. The majority of sources blamed Russia, however, a small number mentioned the regime – 24Aleppo, for example, alleged both parties culprit. 

According to Qasioun, “at least 38” civilians were injured and taken to the local hospital following the raids. The source said residential areas in Batbo were struck with space rockets by Russian fighter jets – resulting in significant loss of life and injury.

The Syrian Network for Human Rights reported four children and seven women killed within the toll which they put at 23 – the source alleged Russia alone was responsible. However there is contradiction in reporting from the source as a later report alleged “at least 10 victims died in government warplanes (allies) missiles” also on November 16th.

A subsequent report from the Syrian Observatory for Human Rights said “more than 40 people were killed and more than 40 injured” in the airstrikes. The source added, “damage was caused to a building in the town, while an attempt to retrieve missing persons continues under the rubble of the destroyed building”.

@AleppoAMC did not name a culprit, but it did cite the use of “airstrikes by rockets and cluster bombs”. The tweet said 20 people died and “more than 50” incurred injuries.

The death toll was put “at least 19” by SOHR including seven women and three children. The report noted that the death toll was expected to rise due to civilians being critically wounded. Micro News added that many civilians were trapped underneath the rubble.

On 6 January 2017, Russia, however, reported: “Since November 8, 2016, the aircraft carrier group of the Northern Fleet consisting of the heavy aircraft carrying cruiser Admiral Kuznetsov, the heavy nuclear missile cruiser Pyotr Velikiy, the large ASW ship Severomorsk, as well as auxiliary vessels of the Black Sea Fleet, has been fulfilling counterterrorist missions on the territory of Syria”, adding that ”in the course of two months of their participation in the combat actions, naval aviation pilots have carried out 420 combat sorties, 117 of them were night ones”.

Additionally, Russia reported that its air forces have carried out strikes in Aleppo during November and December 2016.

Between 15 and 39 civilians including up to nine children were killed and dozens more were wounded in a what local media called a ‘horrific massacre’ when alleged Russian airstrikes hit al-Huwayj crossings on the Euphrates river in the town of al-Boulial on September 10th 2017, local sources reported.

The Syrian Observatory for Human Rights reported that the ‘massacre was carried out by Russian planes, which provide[d] air cover for the regime forces and militiamen loyal to them.’

Abu Ayman al-Ali told 7al News that warplanes bombed a waterway while civilians were on boats and transport ships and trying to cross to the other side.

The AFP and Geroun  added that nine children were among the dead, while the Syrian Observatory for Human Rights claimed that ’13 children and women were killed’.

Euphrates Post said nineteen bodies were identified by name, while the rest were unmarked charred bodies. Six bodies reportedly floated downstream and were lost. The bodies were all buried in the Tomb of Tel Harem.

Twenty-three boats and transport ships were destroyed in these strikes, Sharqiya Voice reported.

Airwars assessment

Between eight and 39 civilians were killed, and dozens more were injured, following a raid which targeted residential housing in Al Qusour neighbourhood, Idlib city, local media reported. Sources were conflicted as to who was to blame, with some attributing blame to Russia and others to the Syrian regime. Various sources blamed both parties for the raid.

Al Jazeera reported that an entire four story building collapsed following a targeted attack with a missile strike. A whole family of eight displaced civilians were allegedly killed.

Another figure estimated that as many as 13 people were the same family were killed, including a doctor. Other sources reported that the missile used was highly explosive, resulting in huge amounts of material damage. There were also reports of the use of vacuum missiles.

According to sources, as many as ten people were trapped under the rubble, and up to 20 people were allegedly missing in the immediate aftermath of the raid. Photographic evidence shows members of the White Helmets searching for missing victims in the rubble.

Details of the incident were published in a report by the Syrian Network for Human Rights on April 11th, almost a month after the attack. “On Wednesday, March 15, 2017, at approximately 03:25, fixed-wing warplanes we believe were Russian fired two missiles in no less than five minutes that targeted two sites of a close proximity. The first missile targeted a multi-floor residential building in al Qosour neighborhood in the southern parts of Idlib city, which resulted in the killing of 24 civilians including 15 children, one infant, and six adult females. Most of the victims were IDPs from Aleppo suburbs. Additionally, the building was heavily destroyed. The second missile fell nearly 100 meters from the same residential building.”

Furthermore the report gave details from the victims, “Mahmoud al Sayeh, a doctor from Aleppo suburbs, lost all of his family -seven children and their mother- in the massacre. Mahmoud, whom we contacted via WhatsApp, told us that he woke up to the sound of a warplane soaring. A few minutes later, he heard the missile ripple and his children’s screams for help: “The missile was directed, and it wasn’t a free-fall missile. The rubble piled up on me, but I was hardly managed to dig a small crack in the rock rubble to breath. A few minutes later, I heard the sound of civil defense vehicles and ambulances, which was followed by a second missile.” 

Mohammad added that he remained under the rubble for nearly two and half hours until the civil defense pulled him out and took him to the medical center: “I sustained fractures in my ribs and my right leg. I was the only one to survive from my family. Russia has killed them all.” 

“Ahmad Rahhal, a local media activist, told SN4HR, via Facebook, that he was able to distinguish the Russian warplanes from their voice and the high altitude at which they were flying, and also through the observatory that determined that the warplane took off from Hmeimim. Ahmad added that he went to where the two missiles fell in al Qosour neighborhood and saw the targeted residential building that was turned into rubble: “I arrived in al Qosour neighborhood a few minutes after the first attack. The warplane was soaring above the neighborhood and fired a second missile that fell near the destroyed building. I saw the civil defense pulling out victims’ dead bodies and the injured. There was one among the injured whose hand was amputated. I saw the civil defense save two children from under the rubble.” 

Omar al Mkahhal, a member of the Syrian Arab Red Crescent, told SNHR that civil defense and Red Crescent teams pulled out more than 20 dead bodies from the rubble including two doctors from al Bab city in Aleppo suburbs who fled to Idlib city recently: “The Russian warplanes were who carried out the airstrikes at dawn. The sound of the explosion was too high although the bombardment was with only one missile.”

Airwars assessment

In a major casualty incident, which UNICEF called “tragic, shocking, outrageous and a war crime”, 38 named civilians including 18 children and up to six women died in multiple airstrikes on the Martyr Kamal Qal’aji school complex in the village of Haas, which was under the joint control of Armed opposition factions and the Fateh Al Sham Front. Sources were conflicted as to whether this was the work of Russia or the Syrian  regime, though all agreed that the village had suffered intensive bombing which lasted up to 20 minutes and included the use of parachutes carrying bombs/missiles. As well as destruction to three schools within the complex, nearly civilian homes were also hit.

Alaraby quoted a media activist in Idlib, Jaber Abu Mohammed, who said that “a Sukhoi-22 warplane dropped six umbrellas loaded with high-explosive rockets. Activists on social networking sites posted pictures of the dead. The photos showed children who had lost their lives covered by blood and dust. Some of them had lost one of their limbs, in addition there were textbooks and school bags scattered in the ground by shelling”.

The Syrian Network for Human Rights published a detailed report on the incident in which it blamed the Syrian regime for the death of 34 civilians of which 12 were children and five were women. A number of teachers were also among those killed.

The report noted that it had been “proven that the targeted areas are civil areas where no military centers or weapon warehouses for armed opposition factions or extremist Islamic groups were fond before or during the attack.”

According to SN4HR, “On Wednesday 26 October 2016, at approximately 10:52 two SU22 fixed-wing government forces warplanes targeted the southern neighborhood in Hass village where the Martyr Kamal Qal’aji school complex, which contains three schools, is located. One of the three schools is an elementary school while the other two are secondary schools. The bombing lasted for about 20 minutes during which the war-planes fired no less than nine missiles carried by parachutes”.

SNHR spoke to Mr. Sad Al Din Zidan, via Facebook, who helped in aiding the students and told us of what he saw. he gave the following testimony: “I was in Ma’aret Al No’man when the Free Syrian Army observatory announced that there are warplanes soaring in the sky of Jabal Al Zawiya. The warplanes carried out the first airstrike on Hass village. I headed there and when I arrived, the warplanes carried out two consecutive airstrikes. The sound of the bombing was terrifying and the missiles were dropped with parachutes. A few minutes later, a new airstrike was carried out and it was only 30 meters away from me. We laid on the ground and Dr. Yousef Al Tarraf, who was aiding the wounded, sustained a critical injury. I saw children’s dead bodies everywhere and scattered body parts were all over the place between the destroyed schools. I went down to one of the shelters and found more than 150 students and a number of teachers who managed to get to the basement and save their lives. However, tens others lost their lives after these airstrikes.”

SN4HR published a WhatsApp by “Tarraf, a local media activist”: I headed to the targeted location in the southern parts of the village near the school complex after the first missile was dropped. The place was filled with people running and screaming for their children. Eight airstrikes were carried out consecutively on the same area. A great number of children and people, who went there to aid the injured, were killed including one of my relatives.” “I saw a woman calling her son and looking for him between the dead bodies. She found his scattered body parts in one of the streets near his school. The missiles also resulted in huge destruction in the school buildings and the surrounding houses. The area is completely a civil area, there are just schools and residential houses and nothing that could be targeted, but the regime targets children as if they were terrorists. The regime is wiping off a whole generation.”

LCCSY also blamed the regime.

However, the Syrian Observatory for Human Rights and HNN attributed the event to Russia. The Observatory said that at least 37 people died including 15 students and four teachers at the school.

A report by HNN said that “Russian warplanes committed an appalling massacre in the afternoon [of October 26th] targeting a school in the town of Haas. Activists said the plane remained in the atmosphere of the town for several hours prior to the implementation of the raid on the school confirmed that the plane deliberately targeted the school. Those killed ranged from the ages of seven to 25”.

Qasioun was among several other sources that blamed Russia; it added that up to 50 people were wounded in the strikes.

Al Jazeera reported that “the United States, France and Turkey condemned the killing of 28 children in the bombing of the school in Idlib, accusing Russia of carrying it out”. It added: “For his part, French Foreign Minister Jean-Marc Aireault accused the Russians or the Syrian regime of involvement in the bombing of the town of Hass”.

The Syrian Network for Human Rights named 38 fatalities.

On 20th October 2016, the Ministry of Defence of the Russian Federation reported on the decisions made aimed towards stabilising the situation in Aleppo.

""Today, strikes by the Russian Aerospace Forces and the Syrian Air Force are finished at 10:00 (MSK) in the area of Aleppo. Early termination of the airstrikes is essential for holding a “humanitarian pause” on October 20, 2016”, said General of the Army Sergei Shoigu. According to him, it will allow to guarantee security of civilians leaving the city through 6 humanitarian corridors and to prepare casualty and medical evacuation from the eastern part of Aleppo.
“We apply to the leadership of countries influencing on armed formations active in the eastern part of Aleppo with a proposal to convince their leaders to stop warfare and leave the city,” stated the Minister of Defence.
According to General of the Army Sergei Shoigu, by the start of the “humanitarian pause” the Syrian troops will have been withdrawn to the distance safe for insurgents to leave the city with weapons through two special corridors: one – along the Kastello road, second – in the area of Suk al-Hai market."
