Airwars assessment

Two civilians died and up to eight others were reported injured in an alleged Coalition airstrike on a conserves factory and surrounding homes in Al Mayadeen, according to local sources.

The Syrian Observatory reported: “Four European warplanes of the international coalition targeted a conserves factory which was already destroyed and deserted in al-Mayadeen city east of Deir Ezzor province. They carried out 11 consecutive raids followed by a raid targeting a vehicle belonging to Islamic State and carrying a heavy machine gun which was targeting the warplanes. The strike destroyed the vehicle and killed two members of IS, in addition to a civilian who happened to be there. Seven others were also injured.” A young girl named as Alaa Hafez Hussein al Said also later died of injuries sustained in the raid.

In July 2019, the Coalition announced that it had assessed this allegation of civilian harm to be non-credible. Their monthly civilian casualty report noted “After a review of all available records it was determined that, more likely than not, civilian casualties did not occur as a result of a Coalition action.”

Syria News Desk also attributed the event to the Coalition, reporting that four raids on the conserves factory and “residential sites adjacent to it… led to the killing and wounding of an unknown number of IS members.”

It added that there was widespread destruction of the factory as well as “great destruction of four homes near Al Quds mosque and al Nadi roundabout south of al Mayadeen.”

Al Sharqiya voice, a news outlet covering the east of the country, also said that the Coalition was to blame for the raid – but they said there were no civilian fatalities (only a few injuries), adding that members of IS were killed and wounded.

Al Raed La Yakzub Ahlahu, an ISIS propaganda source, said American fighter jets “launched several missiles and machine gun fire in the centre of al Mayadeen in the Deir Ezzor countryside which led to the death of a resident of the area and the injury of two others”. The source appeared to be the IS propaganda website Al A’amaq.

Al Bousla – a pro-regime source – said that the strike by “warplanes” killed the “terrorist Abu Abdallal Al Saoudi and 17 foreigners” – implying that they were members of IS.

The local time of the incident is unknown.

Airwars assessment

Local sources reported that ‘hundreds of civilians’ were killed or injured due to Coalition airstrikes and shelling with artillery and missiles, which targeted the ‘Police and other neighborhoods’ in the East and North of Mosul.

News of Iraq said 17 civilians were killed in two separate incidents in the Dhubat (Police) district of Mosul. It noted that the Coalition was responsible for the raids, killing among others a “surgery and fractures [medical] specialist, in addition to the four members of his family”.

This medical specialist was later named by MNN and Mosul Ateka Facebook, who reported that Dr. Talal Mallah (a specialist in orthopedic surgery and traumatology, said Mosul Ateka) and his wife Dr. Suad Al Khashab, their young daughter and eight other relatives.

In another post, News of Iraq said that an officer of the former Iraqi army, Brigadier General Khalid Meteb Al Hayis Al Jarba was killed after “Iraqi government army aviation” bombed his house.

In its May 2017 casualty report, the Coalition classed the even as Non Credible on grounds of available information: “Jan. 14, 2017, near Mosul, via NGO report: After a review of available information and strike video it was assessed that there is insufficient information available to determine if civilians were present or harmed in this strike.”

Airwars requested additional detail from the Coalition, which confirmed it had assessed an allegation approximately 1km from Dhubat. We continue to assess this as a Contested event.

The local time of the incident is unknown.

Airwars assessment

An Iraqi military source said that Coalition airstrikes bombed three civilian houses, killing 12 civilians and injuring 18 others in Al Arabi neighborhood, northeast of Mosul.

Alghad.tv cited a statement published by Turkish state news agency Anatolia, speaking of “about five airstrikes on three houses in the Arabi neighborhood” carried out by the international Coalition. A police source furthermore reported that “the raid killed 12 civilians, including four children, and wounded 18 others, destroyed homes and damaged about 8 cars”. Several sources called the incident “a mistake of the international Coalition”.

In a March 4th report which may report to this event or to a new incident, the Coalition noted: “Jan. 14, 2017, near Mosul, Iraq, via self-report: During a counter-fire strike on an ISIS mortar team it was assessed that one civilian was unintentionally killed when he entered the target area after weapon was fired.”

Officials later informed Airwars that the incident took place at grid coordinates 38SLF2982730681. Our geolocators have placed this at the Rashadiyah neighbourhood, northern Mosul, which is one kilometer from Al-Arabi.
