Airwars assessment

In an alleged civilian casualty event not previously tracked by Airwars, the Coalition announced in June 2017 that it had assessed a reported event near Raqqa as Non Credible, based on an assessment of video evidence.

According to the June report “Feb. 14, 2017, near Raqqah, Syria, via social media report: After a review of available information and strike video it was assessed that no civilians were harmed in this strike.”

The Coalition provided the following coordinates to Airwars to help identify the location of the allegation: 37SEV 00730 78734. This showed the alleged event to be south east of the Al Firdous mosque in central Raqqa.

Local media reported that the Coalition struck the “governorate building in the centre of Raqqa”, which had reportedly been turned into a prison by ISIS.

According to the Step News Agency, “the fate of the detainees in the building is still unknown, stressing the killing of a large number of members of the organization in the bombing that targeted the building.”

Airwars assessment

A local source said that three sisters were killed and their mother seriously injured after airstrikes destroyed their house neighbouring an ISIL position in Qasr al-Mataraan (Bishop Palace) area at the right side of Mosul.

Urgent Mosul news reported that the raids had targeted and killed ISIL members, yet had also killed the three sisters. The mother suffered a serious head injury and the house was damaged.

Local sources said that up 16 persons were killed and ten others injured after Coalition airstrikes targeted the ‘Aeklat’ flour mill at the right side of Mosul.

Iraqi Spring reported that the raids took place close to Sham Gate. Ajel Al Mosul said that the “airstrike that targeted a house in a flour mill at the right side left 14 martyrs and injured civilians with no links to Daesh.

In a later post, Ajel Al Mosul reported that the strikes had targeted “the lab, an administration building and a house in the lab.”

According to a single source, two civilian workers died when the bridge they were repairing was targeted n a Coalition airstrike.

Smart News reported that “Two workers were killed and others wounded on Monday, after bombing by aircraft from the international coalition at Al Maghla bridge during maintenance work in the city of Raqqa, according to reports from local sources…. The sources added that the raids resulted in killing two workers and moderately wounding three others, in addition to equipment damage.”

The Coalition has confirmed striking a bridge at Raqqa that day. Raqqa is Being Slaughtered also noted the strike, though made no mention oif civilian casualties.

Airwars assessment

At least one woman was killed in airstrikes against the town of Saida in the countryside of Dara’a.

Local sources gave conflicting reports as to who was responsible for the airstrikes. Orient News reported that both the regime and Russia carried out airstrikes but did not determine which struck Saida. Other sources did give specific identities, with Victims Documentation Center and @eyadalzoubi blaming Russian airplanes for carrying out the airstrikes while All4Syria and Smart News named the regie as the culprit.

According to Orient News, the strikes on Saida was part of a campaign by regime and Russian warplanes to deliberately target residential buildings and service centers in the Dara’a area.

At least 15 civilians from the same family died in either Turkish or Coalition airstrikes, as the battle to seize Al Bab from ISIL continued. Up to nine other non-combatants also died.

Al Jazeera initially placed the death toll at 16 and then 24, though said the fatalities resulted from “shelling and battles in the city.” The Syrian Network blamed the Coalition for the deaths of “17 civilians, including 3 children and 5 women”, while LCCSY reported “21 martyrs in Aleppo killed in Turkish air and artillery bombardment on al Bab.”

According to Shaam News “Al A’amaq agency [ISIL] reported that Turkish aircraft and aircraft of the international coalition launched more than 20 air raid on the city’s neighborhoods, as has been targeting residential neighborhoods with more than 250 artillery shells and grenades.”
