Airwars assessment

As many as 26 civilians were killed, including a family of six, in an alleged Coalition airstrike on Raqqah’s Al Tawsuya neighbourhood, according to local media. Despite initial uncertainty of the date, Amnesty reported that the strike occurred on the 8th October 2017.

In a private message to Airwars, RBSS said the victims died on October 6th. On October 14th, the Syrian Human Rights Committee also named Hamed Obeid Al-Nasser, Hamam Hamid Obaid Al-Nasser and Hamida Abdo Noufal as killed in Coalition bombing, though reporting that the they died on October 13th.

Despite this, on 8th October “At least 26 people, including at least 11 children and five women, were killed by an air strike which destroyed the building they were sheltering in.”

The owner of Qunaitir Building, Ali, told Amnesty International in a testimony that “The victims were all displaced residents who had been forced to flee their homes. They were all sheltering in the basement, but unfortunately it was not enough to protect them.”

He added to his testimony later that “Only the four kids died in this strike and that Aziza Obeida al-Nasser died a month earlier and he buried her in nearby garden. Aziza’s husband disappeared when he went back home to get stuff near Mafraq al-Jezra. One daughter, child, of Aziza survived.”

Seven members of the of Abu Ali al Bariachi family were also killed in the strike. The daughter survived but it is unclear where she went.

In their original assessment of the incident, the Coalition deemed the incident non-credible on the grounds that “The report contains insufficient information of the time, location and details to assess its credibility” in June 2018. In a second review of the incident on March 10, 2022 in the CJTF-OIR Civilian Casualty Report, the Coalition reported this incident to be “non-credible”, stating that “After review of all available evidence it was determined that more likely than not civilian casualties did not occur as a result of a Coalition strike.”

Airwars assessment

Between 11 and 15 civilians including an entire family died and dozens more were wounded in a reported airstrike near the al Mohadatha school in Abu Kamal, according to local media. Sources, however, were conflicted as to whether the US-led Coalition or Russia were to blame. A number of reports did not identify the warplanes responsible.

Almayadeen reported that the raids struck “Al Katef street, grain silos (Sawame’ Al Huboub) and the perimeter of Al-Shafei Mosque, and Dwar Al Masrya in the city of Albuqmal, killing five civilians.”

Another source reported that “Street Furn next to the mosque of Zahra, Al Sukaria, Siht house, buildings next to al Muhadetha school, Hari two houses, Alduir 9 raids material damage, al Mujawda material damage” were also damaged in the raid.

Jisr TV attributed the event to the Coalition, reporting that “international coalition aircraft carried out a new massacre in the town of Abu Kamal, killing 13 civilians, nine of them from one family. A further 15 were seriously wounded.”

Al Boosleh (a pro-regime source), also pointed towards the Coalition, putting the death toll at twelve. Citing the state-run SANA news agency it reported “a new attack by the International Coalition led by the United States of America. SANA said that 12 civilians, mostly children and women, were killed as a result of the bombing of the American coalition aircraft to the homes of the people in the village of Baqrs Fuqani and the city of Albuqmal rural Deir Alzour.”

However, according to Deir Ezzor 24, Step News Agency and Sound and Picture, Russia was responsible. Death counts in reports varied between 11 and 14 civilians.

There was serious damage to civilian homes and many victims trapped under the rubble for hours, according to local media.

Airwars assessment

Six children from the same family of Ali and Aqla al-Hajj al-Hamoud al-Hweet were killed following an aerial offensive on the village of Al Mimari, local sources said.

Initial reports by Sharqiya and Marsad Al Hasaka did not identify a culprit and referred only to “bombing”. The Syrian Network for Human Rights alleged that “International Coalition warplanes missiles fired on houses” in the village resulting in the death of the six children.

In addition to those killed, Euphrates Post documented one wounded girl, and also held the US-led Coalition responsible.

Amer Hewidi said that two girls and a boy from Ali al-Hajj al-Hamwit died and two boys and a girl from Aqla al-Jubouri al-Hamoud al-Hweet died, contradicting Marsad Al Hasaka who reported that all killed were male.

Amer Hewidi identified the wounded girl as the daughter of Hasnawi al-Jubouri al-Hamoud al-Hewitt, and described her injuries as minor. It blamed the Coalition.

The six children were buried together in one grave, amid fears the area would be targeted again, according to Al Khabour.

The local time of the incident is unknown.
