Six civilians from one family, including a woman and four children, died in an airstrike on Souha in Hama, according to local media.
Only one of the two sources (LCCSY), alleged that Russia was to blame. The Syrian Observatory for Human Rights referred only to “warplanes”.

Russia has not reported any strikes between July 16th – 27th 2016.
Four or five civilians died in an airstrike on Sarmada, according to local media – though sources were conflicted as to whether Russia or the Syrian regime were to blame.
Qasioun, Almntsrbalaah and Halabtoday all said that Russia was responsible, while Syria News Desk added that Russian warplanes had dropped cluster bombs on Sarmada’s main market.
Derynews, LCCSY and EMC also reported that the regime carried out strikes.
The Syrian Network, again blaming the regime, put the death toll at five including three women.
Some other sources didn’t identify the warplanes that carried out the attack.

Russia has not reported any strikes between July 29th – 31st 2016.
Up to 60 civilians died and dozens more were wounded in airstrikes on Dablan, according to local media – though sources were conflicted as to who was responsible for the event, with allegations against the Coalition, Russia and the Syrian regime.
The pro-regime source, Damas Press, put the death toll at 40 and blamed the US-led Coalition. However, Syria News Desk was among several sources attributing the event to Moscow, putting the death toll at 40 non-combatants with 60 more injured. It reported that four houses were completely destroyed amid extensive damage to residential buildings and shops. Additionally, the report said that “that dozens of families fled towards the Badia, fearing renewed targeting of the town as planes continued to fly overhead”.
Euphrates Post also pointed towards Russia: “According to the correspondent of the network Furat Post media, unknown aircraft – though thought to belong to the Russian air force – targeted residential sites in the center of the town of Dablan with cluster bombs
“The source added that the mosques in the town used loud speakers to tell people to go to medical points to donate blood due to the large number of injuries caused by the bombing”.
But a later report by Euphrates Post referred to “the air force” [regime] launching several strikes with “with internationally banned cluster bombs”. It said that eye witnesses saw one raid targeting “an internet cafe belonging to al Siki family in the al Kaws neighbourhood in the city centre. This damaged seven nearby houses killing 17 martyrs. Another raid targeted agricultural land in the town. Most of the martyrs were children and women who slept on rooftops and outside due to heat. The weather and power outages had led to an increase in the number of martyrs. There is no final figure for the number of victims, but 20 have been buried so far”.
Some other sources referred to “unknown warplanes with cluster bombs”.
But according to the Syrian Network for Human Rights – which put the death toll at at least 13 – jets belonging to the regime were to blame. Sharqiya Voice – one of the sources blaming Russia – reported that the death toll had risen to 60.

Attached to this civilian harm incident is a provisional reconciliation of the Pentagon's declassified assessment of this civilian harm allegation, based on matching date and locational information.
The declassified documents were obtained by Azmat Khan and the New York Times through Freedom of Information requests and lawsuits filed since March 2017, and are included alongside the corresponding press release published by the Pentagon. Airwars is currently analysing the contents of each file, and will update our own assessments accordingly.
After a review of available information it was assessed that no Coalition strikes were conducted in the geographical area that correspond to the report of civilian casualties.
For June 28th-29th: “Near Dayr Az Zawr, five strikes engaged an ISIS tactical unit and destroyed 10 oil storage tanks, six oil trucks, two fuel trailers, an well head, a piece of oil processing equipment and an ISIS headquarters.”
One civilian male was killed in an airstrike on Al-Zabari, according to local sources – though reports were conflicted as to whether the Coalition, the Syrian regime or Russia was to blame for the raids.
There were no reports of wounded civilians.
Sharqya Voice, Saud Sbekhan and Alarby blamed the Coalition.
But according to the Syrian Network for Human Rights, the victim died in a regime strike.
Meanwhile, the Syrian Observatory for Human Rights reported that it was unclear whether the raid had been carried out by a Russian warplane.

For August 15th – 16th the Coalition reported “Near Dayr Az Zawr, one strike destroyed an ISIS well-head.”
For Aug 16-22, France report 5 strikes in Iraq and 2 in Syria. Task Force Wagram conducted 60 artillery missions.
A family of up to six civilians died in airstrikes on Al Soussa town, according to local media. While most sources said that Russia was to blame, two alleged that the Coalition was responsible. One other source pointed towards the Syrian regime.
The majority of sources (Al Latamna Youth Gathering, Al Jisr, Baladi, Eldorar, Step News Agency, the Shaam News Network, the Syrian Network for Human Rights and Rozana) attributed the event to Russia.
According to Marsad al Sharqiya, “the bombing focused on Al Soussa police station, the home of Ibrahim Al Mohsen and the farm of Jassim al-Fares, and the raids led to the martyrdom of a displaced family who lived in the police station.”
However, Zaki al Houkan, who appears to be an activist living in Germany, claimed that the warplane “likely belonged to the International Coalition”, alleging that it struck at “01:30 today”.
Al Hall also blamed the Coalition, reporting that “‘Coalition raids targeted several areas of the towns of (Al Sukkariya, Al Bagouz and Al Suwayyah), with most of the raids focusing on the village of al Soussa, killing a whole family of six people and injuring others,’ said Faisal al-Sayed, a resident of Albu Kamal city”.
The Syrian Observatory for Human Rights said that it could not tell whether the planes responsible belonged to Russia or the Coalition.
SMO was alone in alleging that the regime carried out several strikes, killing a displaced family.
The incident occured around dawn.
Reports of the incident mention the village of Al Soussa (السوسة), for which the coordinates are: 34.528889, 40.9675. Satellite imagery available to Airwars from Oct. 13, 2017, shows structural damage to a building in the area, for which the coordinates are: 34.516166, 40.951635.

For October 30th-31st: “Near Abu Kamal, two strikes engaged two ISIS tactical units, destroying a vehicle and an ISIS headquarters. Near Dayr Az Zawr, two strikes engaged two ISIS tactical units.“
Between three and six civilians died in an alleged Russia or Syrian regime airstrike on Aleppo city, according to local media. According to multiple sources, a convoy carrying humanitarian aid to Aleppo was struck.
LCCSY reported that “the rebels have made new progress today [Aug 3rd], gaining control of positions in the Aleppo countryside, while Russian aviation has stepped up its raids on various parts of the city, resulting in martyrs and wounded civilians”.
According to the Syrian Network for Human Rights, three civilians died in the raids which the source reported were a mixture of Syrian regime warplanes and “their allies”, meaning the Russians.
An update later on the afternoon reported that six people were killed in the raid. According to All4Syria six people were injured.

Russia has not reported any strikes between August 1st – 10th 2016.
In a major civilian casualty event, between 13 and 30 civilians were killed and up to 70 more injured from airstrikes from either a Russian or a Coalition strike on al Idkhar neighbourhood in Raqqa City. Both belligerents report bombing in the area.
Raqaa is Being Slaughtered initially reported on the morning of August 11th: “Wael Haj Hussein martyred and his father injured in coalition raids last night on al Idkhar.”
However it later reported “Shawkat Jajan al Zayid and his daughter martyred following Russian raids on al Idkhar neighbourhood midnight last night.”
Many sources attributed the airstrikes to Russian aircraft, specifically “10 Russian warplanes that launched 12 airstrikes against Raqqa and surrounding areas.”
Following the strikes, Russia published a statement saying that six warplanes bombed Raqqa and surrounding areas, and the Russian Defence Ministry posted a video showing the planes launching and dropping bombs on Raqqa.
According to Syrian Observatory for Human Rights and Raqqa is Being Slaughtered Silently, the airstrikes targeted al-Taj hall, the al-Ferdosia area, the Brigade 17 area, a state security building, and the water pumping station in al Kassrat. Then areas effected were identified as those under the control of ISIS by the Syrian Network for Human Rights.
@syriamubasher reported that “at least two people died – in an initial count – dozens more were wounded (including cases of amputations and other serious injuries) when Russia carried out more than a dozen airstrikes in Raqqa city. The raids resulted in water being cut off to entire districts of the city and widespread destruction of buildings and public facilities”.
Photos published by Raqqa is Being Slaughtered Silently showed the collapse of buildings and houses as a result of the strikes. They also included very graphic images of dead children.
In their May 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

On August 11th 2016, the Ministry of Defence of the Russian Federation reported that, "six Tu-22M3 long-range bombers took off from the territory of the Russian Federation and carried out concentrated strikes with high-explosive fragmentation munitions on objects of the ISIS terrorist grouping located to the south-east, north, and north-west regions from the Raqqah city. A large weaponry, ammunition and POL storage located near the Raqqah city, a plant producing chemical munitions located in the north-western suburbs of the city, and a large ISIS terrorists’ training camp have been destroyed by the aviation strike." Further to this they added that "Terrorists have suffered significant material damage. A lot of insurgents have been eliminated." According to the report the bombers took off from Hmeymim airbase.

For August 10th-11th 2016, the Coalition reported no strikes at Raqqa. However for August 11th-12th the Coalition reported: “Near Ar Raqqah, one strike destroyed an ISIL excavator.”
Local media reported that two children died and several more civilians were wounded in airstrikes on the Al Ferdous neighbourhood of Aleppo. Most sources blamed Russia, though one said that the Assad regime had also carried out strikes on the area.
Russia: LCCSY, @syriapost1, @ShahbaPress and @SRG_Syria all blamed Russia.
LCCSY also initially pointed to Moscow but subsequently tweeted that the regime had carried out missile strikes on “Al Fardous and Aldzmata in the city”.
Almagrib Today reported that “at least one person was killed and others injured” but didn’t identify the “warplanes” responsible.

On August 16th 2016, the Ministry of Defence of the Russian Federation reported that,"Tu-22M3 long-range bombers and Su-34 tactical bombers took off from the “Hamedan” airbase (the Islamic Republic of Iran) and carried out a concentrated airstrike on objects of the ISIS and Jabhat al-Nusra terrorist groupings in the provinces of Aleppo, Deir ez-Zor and Idlib. As a result, the strikes have eliminated 5 large ammunition depots with armament, munitions and fuel, training camps of militants near Serakab, Al-Ghab, Aleppo and Deir ez-Zor cities, 3 control centres of militants near the cities Jafra and Deir ez-Zor as well as a significant number of militants. Ammunition depots, training camps and control centres destroyed by the bombing had been used for support of militant groupings near Aleppo."
