Airwars assessment

At least three civilians were reported killed when an airstrike struck the popular market in the city of Ma’arat Al Nu’man south of Idlib in the morning of June 3rd, 2019. Local sources reported that the market was struck with at least three missiles, also described as “rocket-propelled grenades”, although Smart News Agency claimed the use of a total of four missiles. According to Shaam News, the raid was carried out by the Russian Air Force and Syrian regime helicopters.

Most sources reported that among the three killed civilians was one woman. According to Smart News, the other victims were a woman and a man. The source added that 20 civilians were wounded.

The Syrian Observatory for Human Rights put the death toll higher and claimed that a total of four civilians were killed, including a woman.

In a report in October 2020, Human Rights Watch wrote that “On June 3, 2019, the last day of Ramadan, at about 11 a.m., an aircraft released four munitions, one at a time, onto an extension of the town’s main market. The market was particularly full that day because of people shopping for Eid.”

HRW spoke to Obeida Zikra, the Syrian Civil Defence team leader in Ma’arat Al Nu’man, who stated that “two munitions hit the roof of the market and two others struck inside the market. Zikra said that when he arrived at the scene, he saw a fire burning in one of the shop stalls and many wounded people on the ground.”

HRW analysed several photos and videos of the scene: “The videos and photographs show damage to at least 15 market stalls and shop fronts, debris on the street, damage to motorbikes, a man who seems to have had his right leg severed by the attack being carried on a stretcher to an ambulance, a severely injured or deceased man, and two injured men in the back of an ambulance.”

The SCD team leader told HRW that he was unaware of any military objectives in the vicinity of the site before or at the time of the attack, “nor were there signs of military weapons, equipment, or personnel in the imagery reviewed”.

The incident occured at approximately 11:00 am local time.

The victims were named as:

Airwars assessment

Five civilians including two to three children died in airstrikes on Zamalka according to local sources – though reports are conflicted as to whether this was the work of Russia or the Assad regime.

In a news roundup, Shaam News Network reported that “Russian enemy planes carried out intense strikes on the clash areas and on the towns of Douma, A’arbeen and Zamalka causing the fall of one martyr and several wounded.

Radio Akul also said a Russian raid killed a female child, while So-ria 98 reported that there had been four Russian strikes.

However, the Syrian Network for Human Rights blamed missiles fired by the regime. Damascus Center for Human Rights Studies also said the regime was responsible and named several victims, including an unidentified man.

Other sources, including Nabd Syria, Smart and Qasioun also said the regime was responsible.

A number of reports referred to raids on Zamalka but didn’t identify the warplanes responsible.

The local time of the incident is unknown.

The Violations Documentation Center listed five non-combatants, including two women and one child, as killed in an alleged Russian or Coalition airstrike near Al Bukamal. At least two of those killed were said to work for the local electricity company, who died when an oil tank was targeted.

VDC named two male victims and additionally they listed three unidentified victims – 2 women and a male child.

The Syrian Observatory also reported a man and child killed.

The United States later said it was responsible, noting a year later that “near Dayr Az Zawr, Syria, against an ISIL tactical unit, it is assessed that five civilians were killed and three individuals were injured after the civilians entered the target area after the aircraft released its weapon.”

In July 2019, the Coalition provided Airwars with the location of this incident, accurate to within a 100 metre box.

Up to five civilians were killed, including a woman and a girl, and as many as dozens more were wounded in alleged Russian and Syrian regime raids on the Civil Defence Centre for Rehabilitation and Training, and a boys’ school in Al Atarib, according to sources on the ground.

It is unclear as to whether these were two separate locations, or a boys’ school which had been turned into a training centre for the civil defence. Imagery showed desks and paintings in the exterior of the building, suggesting it was once a school. According to sources, the building was rendered inoperable.

Sources were conflicted as to whether Russia or the Assad regime were responsible for the civilian harm.

There were reports that not only cluster bombs, but artillery shelling and phosphorous bombs were used in this alleged event.

The local time of the incident is unknown.

Up to five civilians were killed and several more were left wounded following alleged Russian or Assad-waged airstrikes in Saraqeb, Idlib, local media reported.

Saraqeb had reportedly been subject to several aerial attacks in the previous days and local activists told al-Araby that “the city is being burned by intensive air strikes.”

The majority of sources pointed to Russian warplanes as responsible. For example, Zaman al-Wasl reported how Saraqeb Russian warplanes that carried out “more than 30 raids.”

However, a handful of sources attributed blame to the Syrian regime, while Shaam News Network said that both Russia and the Assad regime were behind the strikes.

Finally, Step News Agency, who did not apportion blame, merely reported about the use of “rocket-propelled grenades” indicating ground-launched artillery shelling.
