Airwars assessment

Up to 18 non-combatants were reported killed at Talbiseh by Russian aircraft in their first day of bombing in Syria.

Paramedic Omar Al Daqa, based at one of Talbiseh’s field hospitals, told VDC: “Around 10am, Russian warplanes launched several fierce airstrikes, targeting a number of neighbourhoods with vacuum missiles, including: Karameh, Bareed and Mashjer streets, as well as the city’s bread distribution center. The shelling was along one track with almost 100 meters between each missile. As a result, 17 civilians were killed, 34 were wounded and one is missing (probably torn into pieces).”

At least one of those killed – civil defence volunteer Abdul Latif al Duheik – died during a secondary strike.

A doctor named as ‘Abu Sham’ also noted that “We received 65 wounded with injuries from minor to critical. Among them, there were cases of suffocation as a result of dust and smoke. As for the martyrs,they were killed by the enormous pressure or shrapnel that pierced their bodies and tore some of them into pieces.“

18 Victims were named by VDC.

According to the Syrian state-run news agency SANA, Russian warplanes targeted “ISIS dens” in al-Rastan, Talbiseh and Zafaraniya in Homs province; Al-Tilol al-Hmer, in Qunaitra province; Aydoun, a village on the outskirts of the town of Salamiya; Deer Foul, between Hama and Homs; and the outskirts of Salmiya. Russian media made no mention of civilian casualties – with TASS referring only to “pinpoint airstrikes” against what were described as ‘ISIS targets.

Amnesty International later noted, “According to the testimony of two eyewitnesses whom Amnesty International interviewed, complementary testimony, audiovisual material of the direct aftermath of the attacks and reports received from human rights defenders in and from Homs there were no military targets in the vicinity and there were no military casualties. Armed groups allied with the Free Syrian Army controlled the area but were not located in the town itself.”

The Russian MoD has confirmed carrying out airstrikes on September 30th 2015, though did not give precise locations: “Today the Russian aviation, which was located at the Syrian airfield Hmeymim, performed high accuracy strikes against international terrorist organization ISIS. The attack jets with modern armament hit eight facilities, including munition, armament and POL storages, combat vehicles, command and communication posts. All targets have been successfully engaged. The pilots completely destroyed HQ and coordination centers of the ISIS troops located in the mountains.”

Up to six civilians from one family, including a child and two women, were reported killed after an alleged Russian airstrike on Al Tamaanah. Two people were injured. The dead were later listed by the Syrian Network for Human Rights.

Local media activist Abdul Kader Al Bakri told the Network: “This time we traced a Russian radio frequency. Al Tamanaa’ town is under the control of An-Nusra Front, Ajnad Al Sham, Jund Al Aqsa, Faylaq Al Sham, and Ahrar Al Sham, however, the targeted house and its surrounding region were civilian areas that did not have any military presence in it.”

Ma’ara Media Centre also carried an eyewitness interview with an off-camera male who insisted the attack was Russian and had killed five of his close relatives: “I was in the village. I had come to see my family. I parked the car a distance away and got out. I saw my father looking up at the plane and my mother was shouting ‘get out get out the plane is going to hit us’ I told her it’s okay I’ll take you away. As I started approaching the bomb struck and it happened. My father was killed and my aunt, may God have mercy on them and my brother Mohammad and Badrieh and Abdo and Ahmad. The whole family was martyred.”

However, Smart News said the regime perpetrated the attack.

The Syrian Network for Human Rights reported that three civilians, including two children, were killed in an alleged raid by Russian warplanes.

According to the Network, the non-combatants were targeted as they were leaving the town of Maheen in Homs, leading to some reporting confusion with the following incident.

The SNHR released the three victim names that killed during the alleged Russian warplanes. Furthermore, Al Qaryatain round the clock facebook account released the same three names as well as an additional victim by name.

According to the Violations Documentation Center and others, six civilian males were reported killed in an alleged Russian airstrike in the vicinity of the Aisha hospital in Al Bukamal. According to Deir Ezzor 24, eight rockets or missiles were launched on the town. However, the Syrian Observatory has attributed the attack to the US-led Coalition.

No further information is available at the present time.

In their January 2020 civilian casualty report, the US-led Coalition assessed reports that they were responsible for civilian harm in this strike as “non-credible”, stating that no Coalition actions were conducted in the geographical area at that time.

Up to five civilians, including one to two children, were reported killed and six injured in an alleged Russian airstrike on Azaz, according to multiple sources.

The Syrian Network for Human Rights reported that three non-combatants, including one child, died when Russian warplanes launched several rockets targeting the road leading to the border crossing point with Turkey. A pro-regime tweet instead claimed that “Russian warplanes raids target a convoy coming from Turkey to support the terrorists of al Nusra Front via Izaz in the northern Aleppo countryside.”

The White Helmets put the death toll at five and said the victims were from the same family and included two children. However, in their Facebook post, they stated that the area was attacked by “warplanes“, not specifying any nationality.

The VDC named the two victims and another man as an unidentified.

The Syrian Network for Human Rights listed one additional victim by name.

Halab News named Mohammad Hussein Barhawi, who it said was an FSA fighter.

15 civilians including eight children and five women were reportedly killed and 25 injured when Russian warplanes allegedly bombed the city of Raqqa, according to multiple sources.

Raqqa is Being Silently Slaughtered said non-combatants were killed in the agricultural fields west of the city in Al Kahtaniya farm and at the crossroads of Hitteen farm.

The Daesh-linked news agency Al A’maq reported the same casualty figures as Raqqa is Being Slaughtered and said the Russian raids targeted the edge of the city. Shaam News Network also reported on the alleged incident, but referred to the Al A’maq report.

The Network stated: “After a lull for a few days, Raqqa is again facing all sorts of planes. The Russian enemy started a new series of raids on the city, targeting a number of areas within the city, causing extensive damage to residential buildings and killing 15 martyrs among civilians, while Daesh did not announce targeted places or those killed in the ranks of the organization. Activists said that the targeting was on various locations, Al Ta’la’e camp and Al Fouroussiya on the edges of town, areas used by IS in the past.”
