Airwars assessment

At least ten civilians – including at least one woman and two children – were killed and dozens more were wounded following airstrikes near two schools in the city of Al Mayadeen. However, local sources were conflicted as to who was responsible. Both Russia and the US-led Coalition were reportedly responsible. Syrian Network for Human Rights blamed the Syrian Regime.

Nine of the 13 sources reporting the incident did not make any allegations as to who was responsible given the difficulty in identifying perpetrators (given that Coalition, Russian and Syrian government warplanes were all operating in the vicinity.)

Euphrates Post reported that the warplanes responsible were unidentified, but that they “probably belonged to the Russian air force”. Further sources, including Syria News Desk, @Syrian_Revolution and Deir Al Zor PN, directly alleged that Russia was responsible.

Meanwhile Step News Agency claimed the Coalition was to blame while the Syrian Network for Human Rights said the Syrian government was responsible.

Euphrates Post, among a number of other local sources, reported that the strikes hit civilian areas near the Al Nasswi School and the Khawla Bint Azwar School and that most of the damage was caused to the homes of Muhanned Hamoud al Hamran and Allawi al Helou.

The source added that the airstrikes caused “burning of two civilian vehicles and material damage to a number of shops and adjacent residential buildings”.

DeirEzzor24 reported that “the number [of civilian casualties] is likely to rise due to the large number of wounded and the lack of medical personnel” and added that “the search for survivors from the rubble is still ongoing”.

Many sources described the incident as a “massacre”.

For July 12th-18th, France report 11 strikes: 7 in Syria (6 in Raqqa) and 4 in Iraq. There were 26 artillery strikes in Mosul. Since September 19th 2014 France has carried out 1322 strikes, with 2090 targets destroyed and 6812 air sorties. Additionally, they’ve carried out 1310 artillery missions.

‘OPÉRATION CHAMMAL SITUATION En Syrie, Dans la ville de Raqqah désormais encerclée, Daech défend fermement les quartiers sous son contrôle en s’appuyant sur un usage intensif de pièges dont le terrain est littéralement saturé pour ralentir la progression des forces démocratiques syriennes (FDS). Cette stratégie impose aux FDS de déminer, pas à pas, chaque rue et chaque maison, sous la menace permanente de tireurs isolés entre autres tactiques adverses. Leur progression reste donc très lente. Between four and ten civilians including a woman and up to three children died and as many as 17 others were wounded in alleged Russian or regime air or artillery strikes on Aleppo’s Tareeq al Bab neighbourhood, according to sources on the ground.

The Syrian Network for Human Rights pointed to Russia, putting the death toll at a minimum of four including two children and a woman.

Accoridng to @shahed_alep, there were  “six martyrs, including three children with 15 more wounded in a Russian bombardment”.

According to Syrian News Desk, seven civilians were killed, all of them from one family, and more than 13 others wounded, in the afternoon, due to the Russian warplanes.

Syriansnews put the death toll higher at 10.

But Aawsat said that the regime had also carried out strikes. It reported: “warplanes launched more 50 air strikes and 300 artillery and missile shells, and distributed the bombing on the neighborhoods of Sakhour, logo, Dhahra Awad, Hananoo, Tareeq Al Bab, Qatraji, Ansari Khadr, Al Fardous, Al Salhin, the Maadi, land in Hamra and Jabal Badro. These raids led to the fall of more than 35 martyrs and hundreds of wounded.”

A number of other sources said that chlorine gas had been dropped on the neighbourhood by helicopters.

Russia has not reported any specific strikes between November 1st – 30th 2016.

On 6 January 2017, Russia, however, reported: “Since November 8, 2016, the aircraft carrier group of the Northern Fleet consisting of the heavy aircraft carrying cruiser Admiral Kuznetsov, the heavy nuclear missile cruiser Pyotr Velikiy, the large ASW ship Severomorsk, as well as auxiliary vessels of the Black Sea Fleet, has been fulfilling counterterrorist missions on the territory of Syria”, adding that ”in the course of two months of their participation in the combat actions, naval aviation pilots have carried out 420 combat sorties, 117 of them were night ones.”

Additionally, Russia reported that its air forces have carried out strikes in Aleppo during November and December 2016.

Ten civilians – a grandmother and her nine grandchildren from the Al Nabo family – died in an alleged Russian airstrike on Ma’arat Hurma, according to local media. Up to another 13 civilians were reportedly wounded.

Sources added that prior to the “massacre” killing the family, warplanes carried out two other strikes on the outskirts of the town. Following the strike which killed the family, the planes then reportedly returned and struck the civil defence as they attempted to aid people trapped under the rubble, thereby delaying the rescue operation. Multiple reports noted a residential area was struck, resulting the collapse of an apartment building above its residents.

According to RFS, “media activist Omar Haj Ahmed from the town of Maara Hrema said that the town woke up to three heavy air raids by the Russian warplanes at five o’clock in the morning, which led to the massacre of a terrible killing 10 civilians, including nine children and an elderly woman. A large number of wounded civilians were trapped  under the rubble.”

RFS went on to add that “the raids were highly explosive and caused extensive destruction to civilian homes. Six houses and more than 25 shops were destroyed and other material damage occurred in the places where rockets fell. Activists said that a vacuum missile was used”.

According to the Syrian Human Rights Committee (SHRC), aircraft believed to be Russian, conducted “two air raids on the outskirts of the town before the massacre, and then carried out the raid which resulted in the massacre [of the 10 people from the AL Nabo family] shortly after.”

SHRC said that the “massacre” of the family of ten occurred at  3.35am, when a “single rocket” hit a residential area.

Moreover, according to SHRC, the site of the attack was struck yet again during the rescue operation: “The civil defence worked to remove rubble and put people in ambulances for two continuous hours, during which they were able to help two people and rescue three victims, all of them children.

“But two hours later, a warplane believed to be Russian, bombed the location again with a missile close to the scene of the massacre. The warplane then return and helled the paramedics’ compound and the civil defense team, causing material damage to two ambulances and a rescue vehicle. The renewed shelling meant that the area had to be evacuated and halted the rescue operation. After about an hour later, the civil defence team and paramedics were finally able to complete the rescue operation, lifting the rubble and recovering seven victims – six children and one woman”.

Media activist Hossam El Din gave SHRC the following testimony: “I heard air raids after 3:00 am, which the observatories confirmed were Russian, though I couldn’t personally confirm this before I went to the scene of the massacre.

I learned later that the shelling that resulted from a free rocket caused the demolition of buildings and the occurrence of casualties. I know the area well and it is a residential area. I immediately went to the shelling site and arrived at around 4:00 am.

The destruction was so great that I was assured that the air force carrying out the air raid was a Russian airplane. One of the buildings was completely destroyed and the medics were trying to recover victims under the rubble.

I saw the Civil Defence team during the first two hours. t\They were helping a lady and a man. They were taken to the hospital immediately, and I also saw them picking up three of the victims.

The warplanes were still in the air and the atmosphere was very tense…The air force continued to be in a state of tension until the Civil Defense team was targeted, and here I saw their ambulance burning…Then the search stopped, and the civil defence came back after about half an hour to recover the rest of the victims of the massacre.”

An airstrike in the vicinity of al Karnish Street in Al Bab – either Russian or Assad regime – killed up to ten people and caused a significant number of injuries, according to reports.

Al Bab Free Syria reported that “Ten martys died as a result of [regime airstrikes], among whom were members of the Al A’taba family and an elderly man named as Fahd Salim Al Hamad, whose family was recovered from under the rubble.”

Between six and ten civilians including three to four children and one woman were killed in alleged Russian airstrikes on Kaljabreen, according to local sources.

Shaam News Network reported that Russian warplanes targeted a school for sheltering displaced people in Kaljabreen, “causing a horrific massacre“. According to an initial report by the Syrian Network for Human Rights, at least six civilians including four children and a woman died when “suspected Russian warplanes missiles fired on Kaljabrein village“.

But a later SN4HR report put the death toll higher at 10 including three children and a woman, reporting that they were killed when Russian planes launched missiles next toOmar Bin Khattab mosque on the road between Kaljibreen town and Maree’ city in Aleppo“.

One victim 18-year-old male was named by the Violations Documentation Center  but it is not clear where in Aleppo he died. Raqqa is Being Slaughtered Silently also named him, and said he died following a Russian strike that targeted him in the northern Aleppo countryside on February 15th. He was also named for the incident on February 15th in Azaz (see above), so further research is required to ascertain which incident he died in.

Alleged Russian or Assad regime warplanes carried out airstrikes which struck and destroyed two family homes in Al Tabbani, killing ten civilians including five children, according to sources on the ground.  The local news source, Deirezzor 24, said that the raids occurred at 10am.

Syrian PC and Baladi News both blamed Russian warplanes for the raid. SMO News and Al Jazeera however, blamed the Assad regime for the shelling against Dier Ezzor.

Multiple sources confirmed that 10 people were killed, including six people from the Al-Jijan family and four from the Yasin Al-Jouma’a family. The Syrian Observatory for Human Rights argued that the civilian casualties were mostly women and children.

Shaam News Network and other local sources reported that the seriousness of those who were injured could increase the death toll.

Between eight and ten civilians, among them children and women, were killed (including four from one family and three others were injured in airstrikes on Harasta, local media reported. Sources blamed both Russian warplanes and the Syrian regime for the strikes.

There were reportedly as many as ten raids, and burning napalm was also used, sources said.

Multiple sources listed nine or ten fatalities, though some others, such as @KumaitAgency, put the number at eight.

The Violations Documentation Centre blamed the “Syrian government and affiliated militias”, but the Step News Agency pointed solely at Russia.

Up to ten civilians were killed, including “a woman and her four daughters“, and 20 more injured in airstrikes on the town of Halta, according to sources on the ground – though reports were conflicted as to whether this was the work of Russia or the Assad regime.

Both The Shaam News Network (SNN) and Deir Ezzor is Being Slaughtered Silently reported that there were no civilians killed, only wounded; however, while the majority of other sources, including Khabar Ajel, Syrianpc and Enabbaladi reported that seven to ten non-combatants died.

SNN added that media coverage of the area was extremely difficult because the area was under IS control – and therefore news organisations did not have neutral sources.

According to LCCSY, regime warplanes were responsible for the airstrikes against the marketplace, while Khabar Ajel, Aljazeera, and Qasioun blamed Russia.

In addition, state regulation reportedly prevented the wounded from leaving the territory for treatment.
